The results of 2022 have been summarized: a meeting of the collegium of the Vitebsk Regional Prosecutor's Office was held

Under the chairmanship of the Prosecutor of the Vitebsk region Igor Ukrainets, with the participation of the Deputy Prosecutor General of the Republic of Belarus Sergey Khmaruk, a board meeting was held to summarize the results of the work of the prosecutor's offices of the Vitebsk region for 2022.

Igor Ukrainets' speech noted that in the past year, the prosecutor's offices of the region carried out planned, systematic, and targeted work to fulfill the assigned tasks.

As a result of the work carried out jointly with other law enforcement and state bodies, the proper level of legality and law and order has been maintained in the region.

For reference. The total number of registered crimes decreased by 5% (from 9,490 to 9,014). The crime rate per 10,000 population was 81.1 (the national average is 95.2). There was a decrease in intentional infliction of grievous bodily harm - 79 (84; -6%), a decrease in murders with attempts - 37 (43; -14%), hooliganism - 161 (216; -25.5%), theft - 2,818 (2,919; -3.5%), cybercrime-related offenses - 1,489
(1,816; -18%). The number of crimes committed in public places decreased from 1,572 to 1,367 (-13%), by persons with a criminal record from 2,007 to 1,854
(-7.6%), by minors or with their complicity from 164 to 149 (-9.1%).

At the same time, the operational situation in several areas of activity remains tense.

Thus, the prevention of mercenary crimes, drug control, and human trafficking remain problematic issues.

The problem of crimes committed by a group of persons while intoxicated remains relevant.

The detection rate of high-tech crimes and drug-related offenses remains low. The effectiveness of law enforcement agencies in detecting corruption offenses has decreased.

The situation in the area of preventing family distress has significantly worsened (the number of children in socially dangerous situations, as well as those in need of state protection, has increased).

Igor Ukrainets noted that in the economic sphere, issues of supervisory support for state programs and investment projects, compliance with pricing legislation, and ensuring settlement discipline require closer attention. A decrease in the activity of prosecutors in the agro-industrial complex is unacceptable, as embezzlement, fictitious entries, and mismanagement in agricultural organizations have become systemic. One of the priority tasks remains timely response to facts of non-payment of wages and violations of labor protection requirements. In connection with the implementation of the Law of the Republic of Belarus "On Amnesty in connection with the Day of National Unity," issues of labor and social adaptation of persons released from correctional institutions require additional control.

Summing up the results of the collegium meeting, Sergey Khmaruk positively assessed the work of the prosecutor's offices of the Vitebsk region in strengthening legality and law and order.

Based on the results of the collegium meeting, a decision was made aimed at strengthening legality and law and order in all regions of the oblast and improving the quality of prosecutorial activities.
