The results of supervisory activities for 2017 have been summarized

Under the chairmanship of the Prosecutor of the Vitebsk Region Súshchinski V.V., with the participation of the Deputy Prosecutor General of the Republic of Belarus Dubov A.V., a meeting of the collegium of the Vitebsk Region Prosecutor's Office will be held to summarize the results of supervisory activities for 2017 and define tasks to improve the effectiveness of activities aimed at strengthening legality and law and order.

The main efforts of the region's prosecutor's offices in the past year were focused on ensuring legality and law and order, protecting the rights and legitimate interests of citizens and organizations, as well as public and state interests.

The organizational and practical measures taken by the region's prosecutor's offices to coordinate the activities of law enforcement and state bodies, and prevention entities in the region, have made it possible to maintain a stable crime situation in the region and ensure manageability in the sphere of criminal law relations.

A reduction in murders, hooliganism, robberies, and thefts is noted. The number of crimes committed by persons with a criminal record, while intoxicated, by groups of individuals, in public places, as well as among youth, has decreased.

At the same time, the work of the law enforcement system to protect the interests of the state and citizens requires constant improvement. Moreover, in certain regions, a number of unfavorable factors persist, which negatively affect the state of legality and law and order. These factors are due to both objective reasons and insufficient work by prevention entities in preventing offenses. An increase in crime is noted in the Hlybokaye, Dubroŭna, Miory, and Ušačy districts of the region.

The implementation of coordinated measures has allowed for positive results in the fight against corruption and an increase in the effectiveness of conducted inspections. In the past year, 396 corruption crimes were detected, and 111 officials were brought to criminal liability for corruption offenses. Prosecutors have canceled a number of competitive public procurement procedures, thereby preventing the illegal expenditure of budget funds totaling more than 1.5 million rubles.

         Given the continuing trend of a decrease in crime overall and, consequently, a decrease in the number of decisions to refuse the initiation of criminal proceedings, attention was paid to the quality of checks conducted by police officers on applications and reports of crimes. As a result of supervisory activities, prosecutors initiated 98 criminal cases, simultaneously revoking decisions to refuse the initiation of criminal proceedings.

Measures were also taken to ensure effective supervision of the activities of the investigative units of the region. When deciding on the referral of criminal cases to court, prosecutors became more principled. The number of cases returned by prosecutors for additional preliminary investigation, as well as those completed under accelerated proceedings, for conducting a preliminary investigation, increased.

Special attention was paid to improving the quality of maintaining state prosecution and appellate protests in criminal cases. To this end, numerous training events were held for employees of regional prosecutor's offices. The measures taken have generally improved the level of state prosecution and the effectiveness of appealing illegal sentences. Work on considering criminal cases in circuit court sessions has been intensified.

General supervisory activities were focused on issues of ensuring legality in the economic sphere, property security, including in the agro-industrial complex system, compliance with legislation in the exercise of control (supervisory) functions. Problematic issues of accounts receivable formation, implementation of investment projects and state programs, and the involvement of unused and ineffectively used property in economic circulation were studied.

At the same time, an important area of activity for prosecutors should remain the protection of the economic interests of the state and economic entities, issues of reducing overdue accounts receivable, and the targeted and effective management of financial

resources in the implementation of state programs for the development and modernization of production.

Labor market tensions require close attention to the observance of workers' labor rights. Supervision over the execution of tax legislation, and over the legality of the activities of controlling (supervisory) bodies needs to be strengthened. Issues of ensuring people's life safety, creating healthy and safe working conditions for them, preventing the death and injury of military personnel, preventing facts of non-statutory relations between them, as well as protecting water resources and the efficiency of land use are also relevant.

Based on the results of the discussion of the prosecutor's activities, the collegium adopted a decision aimed at increasing the effectiveness of supervisory measures.

Also, at the end of the collegium meeting, the best prosecutor's employees will be awarded based on the results of their work for 2017.
