The results of the work of prevention entities on the implementation of the Comprehensive Program for the Prevention of Offenses in the Vitebsk Region for 2017 have been summarized.
As part of the Program's measures, responsible executors in the cities and districts of the region developed and implemented comprehensive measures to eliminate the causes and conditions conducive to socially dangerous acts related to extremism, terrorism, corruption, illicit trafficking of weapons, narcotic drugs, psychotropic substances, human trafficking, and illegal migration. Measures were systematically taken for the socio-labor rehabilitation of individuals released from correctional institutions. Control was exercised over the condition of vacant buildings, attics, basements, and technical premises. Events were held to ensure the safety of single and lonely elderly citizens.
For 10 months of 2017, a decrease in crime by 3.5% (from 9095 to 8781) was noted in the region, with a crime rate of 73.9 per 10,000 population, which is lower than the national average of 75.9. The number of murders (-47.7%), robberies (-15.1%), thefts (-12.9%), and hooliganism (-16.9%) decreased.
The number of crimes committed by persons with a criminal record (-6.4%), while intoxicated (-3.9%), in groups (-9.2%), and by minors (-23.3%) decreased.
At the same time, many objective and subjective factors that negatively affect the crime situation persist in the region, necessitating the continuation of systematic work by all state bodies and public associations to ensure law and order.
For 10 months of 2017, an increase in serious and particularly serious crimes was noted across all services from 1038 to 1191 (+14.7%), and in the criminal investigation department from 367 to 452 (+23.2%). An increase in intentional infliction of grievous bodily harm (+15.3%), robberies (+46.7%), rape (+200%), fraud (+41.6%), extortion (+80%), and vehicle theft (+94.4%) was registered.
The work on implementing measures aimed at preventing offenses that create conditions for corruption and corruption offenses, including in the procurement of both budgetary and own funds of organizations and enterprises, is not established everywhere.
In the current year, prosecutors have identified violations in the procedure for organizing and conducting procurement in local executive and administrative bodies, in the departments of education, sports and tourism of the Vitebsk Regional Executive Committee, (subordinate institutions), in the system of KUP "Vitebskobldorstroy" and its branches, in the committee for agriculture of the Vitebsk Regional Executive Committee, and, accordingly, in organizations of the agro-industrial complex of the region, in the housing and communal services sector, and in the construction industry of the region.
Local executive authorities should pay more attention to the implementation of preventive measures to prevent offenses that contribute to the occurrence of emergency situations and loss of life.
According to the results of 10 months of 2017, the indicators for the implementation of video surveillance systems for facilities subject to mandatory video surveillance are below the regional average (66.6%) in Sennensky (40.5%), Polotsky (41%), Lioznensky (41.5%), Gorodoksky (48.8%), Dokshitsky (49.1%), Verkhnedvinsky (53.8%), Postavsky (56.7%), Shumilinsky (56.8%), Lepelsky (58%) districts, Oktyabrsky district of Vitebsk (52.8%).
The problem of people dying in fires is quite acute in the region. As of 01.11.2017, while the number of fires decreased by 3% (from 579 to 563), there was an increase in deaths by 14% (from 59 to 67) and injuries by 27.8% (from 36 to 46). The largest increase in deaths in fires was recorded in Verkhnedvinsky (from 0 to 7), Gorodoksky (from 0 to 3), Dokshitsky (from 1 to 5), Rossonosky (from 0 to 2), Sennensky (from 1 to 4), Tolochinsky (from 2 to 3) districts.
In accordance with section 5 of the Program, internal affairs bodies, the prosecutor's office, and local executive and administrative bodies have been carrying out measures to prevent
offenses against property and the order of economic activity.The results of the inspections indicate that the facts of equipment dismantling, including individual units and assemblies as a result of excessively long repairs, still remain widespread. At the beginning of the harvesting campaign, the proper readiness of grain harvesting and other equipment for harvesting operations was not ensured.
Reduced control by the management of agricultural organizations over the observance of labor discipline by employees during mass fieldwork contributed to employees being at their workplaces during working hours while intoxicated (Vitebsk, Braslav, Dokshitsky, and other districts).
Numerous facts have been revealed of allowing persons without driving licenses to operate vehicles, including repeatedly at KUPShP "Drissensky", OJSC "Prudinki", KUPShP "Kohanovichi", OJSC "Belkovschina" of Verkhnedvinsk district, OJSC "Komanina" of Dubrovensky district.
For a long time, the facilities of agricultural enterprises have not been brought into proper fire safety condition. Inspections have revealed typical violations everywhere: ignoring safety regulations during hot work, incomplete provision of equipment and buildings with primary fire extinguishing means, lack of water supply for fire extinguishing purposes, absence of lightning protection. Based on the identified violations, more than 30 employees of the farms have been brought to administrative responsibility.
Subjects of crime prevention pay attention to the prevention of crimes against the life and health of citizens in the sphere of family and domestic relations, and the application of administrative enforcement measures against persons who have committed offenses in this area. 266 councils of public law and order points operate in the region, which take certain measures to prevent offenses at the place of residence of citizens.
However, to date, the activities of some of them are not proactive and systematic. Work plans are developed without taking into accountкриминогенной обстановки на подведомственной территории. Не всегда своевременно выявляются лица, склонные к противоправному поведению, не используются предоставленные полномочия в организации индивидуально-профилактической работы.
Обобщение показало, что не везде на местах проводятся активные профилактические мероприятия по предупреждению правонарушений, совершаемых гражданами, освобожденными из исправительных учреждений,исправительных учреждений открытого типа, арестных домов, а также гражданами, вернувшимися из специальных учебно-воспитательных учреждений и специальных лечебно-воспитательных учреждений.
Рост числа преступлений, совершенных судимыми лицами, отмечается в Глубокском (с 52 до 94 преступлений), Поставском (с 36 до 53), Сенненском (с 50 до 57), Шумилинском (с 46 до 53), Ушачском (с 24 до 30), Браславском (с 29 до 33), Миорском (с 34 до 37) районах.
Высокий удельный вес повторных преступлений в Глубокском (48,5%), Шумилинском (40,8%), Полоцком (41,1%), Толочинском (40,1%), Ушачском (40%) районах.
Анализ причин и условий, способствующих совершению преступлений, свидетельствует, что значительное влияние на уровень рецидивной преступности оказывает незанятость судимых лиц общественно полезным трудом. Актуальными остаются проблемы совершения преступлений проблемными гражданами, находящимися в состоянии алкогольного опьянения.
Проведенные прокуратурой проверки показали, что работа субъектов профилактики на данном направлении требует дальнейшего совершенствования, внедрения новых форм исправительного и профилактического воздействия в отношении лиц, склонных к совершению повторных преступлений, с использованием всего потенциала как общей, так и индивидуальной профилактики.
По результатам подведения итогов выработаны соответствующие организационно-практические решения, направленные на устранение выявленных нарушений законности в деятельности субъектов профилактики, своевременное предупреждение пьянства и алкоголизма, активизацию советов общественных пунктов охраны правопорядка, предупреждение преступлений, совершаемых на почве семейно-бытовых отношений.
