Summing up the personnel day, Nikolai Sherstnev noted that within a month, districts must prepare their proposals for the reorganization of agricultural organizations. The principle is one: the land must be plowed!

Personnel Day with the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev, began with the approval of Viktor Galanov for the position of First Deputy Head of the Administration of the Oktyabrsky District of Vitebsk. Viktor Anatolyevich, as before, will continue to oversee issues of housing and communal services, landscaping, and construction in the district - the historical center of the ancient city, which imposes a special imprint of responsibility.

- In conditions of budget deficit, it is important to find internal financial reserves to maintain the housing stock in proper condition, - Nikolai Sherstnev advises. – Without increasing budget financing, the city can live and develop by saving on the expenditure side of the budget. There is no other way today. Therefore, the administration's management must calculate every cost item. And direct the saved funds to landscaping, greening, and support for small and medium-sized businesses.

The new deputy head of the same administration is Dmitry Egorov. Previously, he headed the economics department here, and since 2012 he worked at Belvest LLC, and now he is returning to public service in a new capacity, he will oversee the economic block.

According to the chairman of the regional executive committee, economists both in enterprises and in state administration bodies are the main driving force. They draw a roadmap, indicating the path for further development. But it is necessary to start with an analysis of the situation at each enterprise. Priority should be given to new productions, helping everyone who wants to get involved in business.

- You are tasked with creating your own team and strictly eliminating all bureaucracy, - noted Nikolai Nikolaevich.

The new director of OAO "Tekhnolit Polotsk" is Alexander Alexandrov. Since 1987, he has dedicated almost two decades to his native "Tekhnolit", rising from a fitter to deputy director. Today, the plant is in a very difficult situation. Heavy burden of debt obligations, and production volumes have fallen significantly. However, Alexandrov is not lacking in initiative. Positive changes have already emerged during his two months of leadership. The plant's export-oriented products are in demand.

and in Moscow, and in St. Petersburg. And if the hopes for receiving an order for the Kerch Bridge are justified, the enterprise will be able to work for three months without interruption.

- There is a way out of any situation, - believes Nikolai Sherstnev. – If there is a leader ready to lead, everything can be changed for the better. There are enough examples of this.

It was also decided to speed up payments to agricultural producers who have significant debt to Polotsk foundry workers. The implementation of Decree No. 320 of August 25, 2016 on the reorganization of the agro-industrial complex of the Vitebsk region should contribute to this.

The fateful decree has become a life-giving source for the accelerated development of agroholdings in the Pridvinye land. Vasily Khamyonok, Director of OJSC "Polotsk Grain Processing Plant", and Vladimir Yatskevich, Director of OJSC "Polotsk Dairy Plant", outlined their step-by-step vision of a new start in the changed economic conditions at the personnel day. The dairy plant is part of an integrated structure headed by the grain processing plant. In addition, two Miory processing enterprises have been joined to the holding: a meat processing plant and a mixed feed plant. Vasily Khamyonok plans to direct the freed-up financial resources to the reconstruction of the "Povyatye" dairy farm, increase the herd of cows, and create its own team of veterinarians for the treatment and prevention of diseases in cows. To increase production volumes, it is planned to expand the range of services – special teams will perform technical maintenance of milking parlors, dairy equipment, and refrigerators. All this will help improve the quality of milk. The Chairman of the regional executive committee approved the director's initiative. Regarding the dairy plant, Nikolai Sherstnev instructed the management to work out all possible approaches to modernizing production in relations with the investor in order to produce competitive products. Acting ahead of the curve is an axiom of a modern leader.

Heads of housing and communal services of several districts of the region were also presented at the personnel day. They were tasked with developing in-demand service areas, reducing their cost, and

providing revenue growth.

When agreeing on contract extensions for heads of agricultural organizations (in particular, the report of the head of OJSC "Novogorody" of the Miory district was heard), the chairman of the regional executive committee instructed the chairman of the committee for agriculture and food Sergey Dogel to review the map of agricultural enterprises of the Miory district in order to eliminate the tail of lagging farms. In order to reshape land relations on the ground, initiative from below is needed. Radical changes are unavoidable. Within a month, the districts must prepare their proposals for reorganization. The principle is one: the land must be plowed!
