01.06.2026
In the first quarter of 2026, the family capital was granted to 179 large families in the Vitebsk region. This was reported by the Committee for Labor, Employment, and Social Protection of the Regional Executive Committee.
They noted that the stable system of family support measures includes various types of payments and guarantees. Families raising children, including large families, are granted 11 types of state benefits.
Among the main types are benefits for pregnancy and childbirth; for registering with a medical institution before the 12-week pregnancy period; due to the birth of a child; for childcare up to 3 years of age; for children aged 3 to 18 years during the period of raising a child up to 3 years of age; for childcare for a disabled child.
The amounts of benefits, calculated from the subsistence minimum budget, increased by 2.5% from May 1, 2026. This applies to benefits due to the birth of a child; for children aged 3 to 18 years; for children over 3 years of age from certain categories of families; for childcare for a disabled child; for women who registered with a medical institution before the 12-week pregnancy period.
Upon the birth of twins or more children in a family, a one-time payment for the purchase of essential baby items is made for each child, amounting to two subsistence minimum budgets. As of April 1, this payment was made to 21 families for 42 children.
Family capital is granted upon the birth or adoption of a third or subsequent child. Since the beginning of the year, it amounts to over 35.5 thousand rubles and has increased by 6.7% compared to 2025.
In the northern region, in the 1st quarter of the current year, family capital was granted to 179 large families. Local executive and administrative bodies made 136 decisions on the early use of family capital funds, 85% of which were for improving housing conditions.
In total, since January 1, 2015, during the period of the family capital program, it has been granted to 17.7 thousand large families in the Vitebsk region. Over the past five years, 9.6 thousand families have used its funds early.
The committee reminded that since 2020, family capital funds can be used for improving housing conditions, obtaining education, medical services in cardiology, neurosurgery, and oncology, and dental services.
The conditions for acquiring residential premises by large families using family capital funds have been expanded since 2022, with the possibility for disabled individuals, including children with disabilities, with visual impairments and musculoskeletal disorders, to acquire goods intended for social rehabilitation.
Such a measure as financial assistance to large families is aimed at supporting children in preparation for the new academic year. It is provided annually in the amount of 30% of the BDM for each school-aged child.
For example, in 2025, financial assistance was provided to 11 thousand large families raising 22.2 thousand children. 3.2 million rubles were allocated from the local budget for these purposes.
Low-income families do not remain without attention. For them, state targeted social assistance is provided in the form of free provision of food for children in the first two years of life, as well as in the form of monthly or one-time social benefits.
Large families are entitled to preferential terms in the form of a monthly social benefit – the need criterion is 115% of the BDM (for other families, 100% of the BDM).
The right to a gratuitous social service of hourly childcare, the so-called nanny service, is granted to families raising two or more children born simultaneously, and families raising a child with a disability.
The high award – the Order of Motherhood – is awarded to women for the birth and upbringing of five or more children. Last year, 37 residents of the northern region became its recipients. In total, over 1,000.
– A mother or father raising three or more children under the age of 16 is granted one additional day off per week with payment at the average daily wage, upon written request, – the committee for labor, employment, and social protection of the regional executive committee reminded. – By agreement with the employer, if it does not impede the normal operation of the organization, instead of one day off per week, the opportunity to work with a reduction in the daily duration of work (shift) by one hour with salary retention may be provided.
The committee added that the set of measures currently in place in the country to support families with children includes guarantees and benefits in the areas of education, healthcare, as well as labor, pension, and tax legislation.
