Chairman of the Vitebsk Regional Executive Committee Nikolai Sherstnev made a number of personnel decisions

The focus of the personnel day, held by the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev, is on the professionalism and foresight of managers. It is these qualities that should be projected onto the tactics and strategy for the development of the assigned area of work.

Housing and communal services and construction are spheres where the results of labor are universally visible. These areas will be coordinated by Andrei Shinkevich, who has been approved for the position of Deputy Chairman of the Sharkovshchyna District Executive Committee. The basis for efficiency here is formed by additional revenue streams, cost reduction without compromising the quality of work. Nikolai Sherstnev has repeatedly emphasized and considered it necessary to reiterate: it is important to learn to earn money, to calculate financial and economic steps to ensure profits, which can ultimately be invested in the development of specialized organizations.

This textbook message also applies to State Unitary Enterprise "Housing and Communal Services of Polotsk" headed by Alexander Mikhalievich, whose contract extension has been approved. He is oriented: the basis of activity should be care for service consumers. The points of application of efforts are in ensuring their accessibility and quality, maintaining and preserving the operational reliability of the housing stock. After all, order must be maintained everywhere: in entrances, basements, and adjacent territories. The work of their Liozno colleagues is indicative in this regard. The local housing and communal services enterprise, under the leadership of Viktor Gribov, who also underwent the procedure for approving the contract extension, fulfilled all assigned targets in 2020. In particular, one of the most important facts was recorded in the "effective" column: the number of complaints related to the quality of housing and communal services decreased by 23 percent compared to 2019. Therefore, it is not surprising that based on the results of last year's work, Viktor Gribov was recognized as one of the best managers in the region according to the Regional Employers' Union.

First

Deputy General Director – Chief Engineer of Polotsk-Steklovolokno JSC, Roman Bliznev has been approved for the position of General Director of the enterprise. He has his own strategy and a confident production approach. To increase competitiveness and secure new market niches, the organization is mastering new types of products and improving technological processes. In particular, the construction of a new workshop for thermochemically treated electrical insulation materials for foiled dielectrics has reached the final stage. The plans include the implementation of a number of projects related to production modernization, which, according to Roman Bliznev, will improve the enterprise's performance. There are also reserves for strengthening the economic position of the affiliated farm "P-S Karpeki". Nikolai Sherstnev urges the investor to be a reliable support for this agricultural organization and reminds that the funds invested in the development of the farm must pay off with a significant increase in production.

The main task facing the entire region is to conduct the spring sowing campaign at a high organizational and technological level. This is also addressed to the heads of agricultural enterprises "Podeltsy" of Miory district, Leonid Kryukov, and "Chashniksky agroservice", Konstantin Shkeltin, whose contract extensions have been approved. The main start of the agricultural year is just around the corner. For farms, this is a responsible time, because, as the folk wisdom says, "a spring day feeds the year." As soon as warm, clear days set in, field work will gain maximum momentum. The pace is set to be high in order to complete the task as soon as possible. A good help for the region's farmers was the mass delivery of tractors at the end of last year. Hence, the fair instruction: to increase production volumes and increase profit per unit of agricultural land.

The well-being of farms and their attitude to work are often judged not only by crop yields and increased returns from fodder crops, but also by milk yields from cows and their weight gains. All this indeed largely determines the level of management. InAs an example, the head of the region cites the once abandoned complex of the "Lovzhanskoe" enterprise in the Shumilino district, which was recently reconstructed. The updated facility has significantly improved animal husbandry conditions: it has deep straw bedding and an optimized feeding system. The results were not long in coming. If previously the average daily weight gain of cattle was 200 grams, now it has reached 800 grams. Similar results are demonstrated by the "Dnepr" farm, recreated on the basis of the former pig-breeding complex of the "Zadneprovsky" branch of OJSC "Orshansky KHP". But there are also those whose figures are two to three times lower. Among them is **"Ozertsy" of the Gluboksky district**. Its head, **Sergey Mushkat**, has been instructed to improve the economic viability of the organization he leads within six months.

To put the enterprise on a growth trajectory, it is not enough to build a new or modernize an old livestock facility. It is necessary to equip it with a highly productive herd, adhere to husbandry technologies, and organize animal reproduction work. Full utilization of this reserve will increase the economic status of **"Ostrovshchina" agricultural organization of the Polotsk district, headed by Alexander Yarokhnovich**, whose contract extension has been approved. Developing this theme, Nikolai Sherstnev instructed the heads of the Polotsk and Miory district agricultural production departments to thoroughly study the state of affairs in animal husbandry and establish proper technological order at all complexes and farms in the districts. The chairman of the regional executive committee assures that the demands will be serious.

The bottom line: the progress of each manager and their entire team must be evident. Managers will have to open the door to new approaches and comprehensively address the set tasks in the shortest possible time. It will not be possible to slightly retouch the sometimes unsightly reality. Therefore, work on the ground must be carried out not with doubled, but with tripled effort.
