Prevention of recidivism
In the current year, 1,324 such crimes have been registered, which is 11% less than a year ago (1,485). At the same time, the vast majority of them (95%) are classified as less serious and not posing a significant public danger.
However, there have been instances of individuals who are "not on good terms" with the law committing more serious crimes, including those against life and health.
Alcohol abuse significantly impacts the situation in this area. In almost a quarter of cases, individuals with prior convictions were intoxicated at the time of committing new criminal offenses.
Often, "problematic" individuals are unwilling to engage in socially useful activities, work, abandon unlawful behavior, and embark on a path of correction, despite measures taken by state bodies to assist them.
Convicted individuals, both during their imprisonment in correctional facilities and upon their release and arrival at their place of residence, receive assistance in obtaining passports, registration, finding employment opportunities, and working with potential employers on these matters, with the participation of territorial internal affairs bodies, labor, employment, and social protection units, and supervisory commissions at city and district executive committees.
Deficiencies in this area still exist, but there are also positive results, the further improvement of which will be facilitated by enhancing work, interaction, and coordination among prevention entities.
An individual returning from places of deprivation of liberty, who feels supported by state bodies and is not abandoned by loved ones, has the opportunity to embark on a path of law-abiding behavior, benefiting themselves,to society and the state, while much depends on him personally.
