By neglecting labor protection rules, you are neglecting your life!
Existing problems in ensuring public safety and discipline have not been fully resolved. People continue to die from external causes. Activities to ensure public safety and strengthen discipline require further improvement.
Thus, in 2018, 21 people died as a result of industrial accidents in organizations and enterprises of the Vitebsk region, and 75 received serious injuries, which is 5 and 4 more than in 2017, respectively. An increase in the number of fatalities of workers in production was allowed in the Vitebsk, Gluboksky, Dokshitsky, Dubrovensky, Polotsky, Sennensky and Chashniksky districts, as well as in the cities of Novopolotsk and Vitebsk.
In just 2 months of the current year, 7 people did not return from work (6 in the same period of 2018), 10 workers received serious industrial injuries (17). The number of fatal industrial accidents increased in the Polotsk and Tolochinsky districts, as well as in the city of Novopolotsk.
The main causes of incidents that led to deaths, which are also noted in Directive No. 1, are the irresponsible attitude of citizens to personal safety, as well as the failure of heads of organizations, regardless of ownership, to fulfill their duties to ensure healthy and safe working conditions, comply with fire and industrial safety requirements, production and technological discipline, and insufficient control by heads of state bodies over the activities of subordinate organizations. State supervision bodies and trade unions reveal numerous facts of non-compliance with elementary labor protection standards, executive and labor discipline.
Thus, despite the fact that Article 55 of the Labor Code of the Republic of Belarus obliges the employer, when organizing labor of employees, to ensure labor and production discipline, to ensure working conditions at each workplace that comply with labor protection requirements, to comply with the requirements established by regulatory legal acts, including technical regulatory legal acts, requirements for
охране труда, принимать необходимые меры, обеспечивающие сохранение жизни, здоровья и работоспособности работников в процессе трудовой деятельности, по профилактике и предупреждению производственного травматизма, профессиональных и других заболеваний работников, контролировать знание и соблюдение работниками требований инструкций по охране труда и пожарной безопасности, по вине соответствующих должностных лиц нанимателей в 2018 году были допущены по меньшей мере 3 из указанных выше несчастных случаев, по фактам которых возбуждены уголовные дела по ст. 306 УК Республики Беларусь.В частности, в сентябре 2018 г. постановлен обвинительный приговор в отношении начальника автотранспортного цеха УП «Глубокский молочноконсервный комбинат», который осуществил выпуск в эксплуатацию автомобиля с заведомой неисправностью системы безопасности установленного на нем автогидроподъемника, которая во время обрезки работниками деревьев возле административного здания предприятия повлекла падение люльки на землю, в результате чего одному из них были причинены телесные повреждения.
Но как на одну из главных причин гибели людей, которой вполне можно было избежать, Директива № 1 указывает на человеческий фактор, основанный на низкой культуре населения в области знания и соблюдения мер безопасности.
Об этом же свидетельствует и приведенная выше статистика.
Подавляющее большинство несчастных случаев происходят по вине самих пострадавших, которые вопреки возложенным на них ст. 53 Трудового кодекса Республики Беларусь обязанностям не соблюдают установленные нормативными правовыми актами требования по охране труда и безопасному ведению работ, не используют средства индивидуальной защиты.
Так, разрабатывальщик отходов прядильно-приготовительного цеха фабрики № 1 РУПТП «Оршанский льнокомбинат», обслуживая оборудование, травмировал руку.
Пострадавший, действуя по собственной инициативе, не поставив в известность мастера, нарушая элементарные требования локальных нормативных актов по охране труда, открыл дверь для обслуживания механизма привода разволокняющего агрегата и попытался

In May 2018, a tractor driver of OJSC "Komanina" in the Dubrovno district, to facilitate the start-up of the diesel engine of an "MTZ 3022" tractor located on the territory of the machine-tractor park of OJSC, used gasoline. As a result, immediately after the tractor engine started, the crankshaft speed increased uncontrollably – the engine "ran away" – then the clutch mechanism and its basket completely destroyed (they literally "exploded"), and fragments scattered by inertia destroyed the tractor's hood and fatally injured the tractor driver in the head.
Alcohol often becomes a "catalyst" for workplace accidents.
For example, while performing roofing work at the construction site "Capital repair of the residential building No. 6 on Leninskaya Street in Chashniki," a carpenter-concreter, being in a state of alcoholic intoxication (the alcohol concentration in his blood was 1.6 per mille), fell from the roof of the house, receiving a fatal injury.
Given the prevailing situation, the prosecutor's offices of the Vitebsk region are constantly carrying out supervisory measures to ensure the legality of labor protection.
Already this year, a relevant inspection was carried out at the Vitebsk Regional Department of the State Labor Inspectorate Department. Based on the results, in order to eliminate the identified violations and intensify the department's work on monitoring compliance with labor legislation by both employers and employees, the Vitebsk Regional Prosecutor's Office issued a relevant representation.
However, despite the fact that active control and supervision activities to ensure the proper implementation of labor protection requirements will continue, each employee at their workplace must remember that their safety, health, and... life depend primarily on themselves.
