Summarizing the telephone dialogue with the residents of the region, the governor urged local authorities to responsibly fulfill their duties.
"We are currently in a difficult situation in the countryside. However, the number of calls from villagers is minimal. Primarily, city residents are contacting us," said the governor. "We need to establish order in housing and communal services. Every issue that concerns the population must be resolved sooner or later. When analyzing the situation, we must look for the causes of problems and eliminate them, not just deal with the consequences."
About 30 calls were received during the direct telephone line with the chairman of the regional executive committee today. The majority of the problems related to housing and communal services. People are dissatisfied with the timelines and quality of house repairs, stating that the work is not being carried out systematically. Residents of the region told the governor about their years-long struggle to resolve issues with leaking roofs, basements that are constantly filled with water (or worse, sewage), walls in apartments that turn black, the temperature of hot water (having to drain several buckets of cold water to get hot water), non-functioning elevators, etc. In addition, there were questions from members of horticultural associations – people cannot resolve issues with the boundaries of their land plots and problems with former chairpersons. Several individuals spoke about problems with salary payments, and there were appeals regarding housing privatization and pension registration. Incidentally, the main interlocutors of the governor during today's direct line were pensioners. For example, a resident of Ruba, Vitebsk district, complained about being unreasonably denied the title of honorary veteran. A pensioner from Dubrovensky district expressed numerous complaints against local authorities, accusing officials of being afraid to communicate openly with the population, while simultaneously expressing hope,that with the arrival of the new chairman of the district executive committee, the situation in the district will improve. A resident of the Orsha district asked for help in cleaning a fire pond. Also, callers were interested in the prospects of building kindergartens in Vitebsk, asked for help in organizing treatment for alcoholism of relatives, were interested in where to find a job with a decent salary, complained about the futility of court proceedings, about the fact that it is impossible to get to a doctor due to the lack of coupons at the registry, reported that in the villages no one can change burnt-out light bulbs in the street lighting system.
Several calls were received from concerned employees of the Tolochin elevator, which is part of the agroholding based at the Orsha grain processing plant - people are concerned that their salaries will decrease. Nikolai Sherstnev delved into each situation in detail, if necessary, connected the chairmen of the district executive committees to the conversation (they worked on-site in video conferencing mode), as well as heads of departments of the regional executive committee, for some issues, he gave instructions to go to the site and sort it out on the same day, and others - to resolve within the next few days. All issues have been taken under control.
