Direct line with the Chairman of the Regional Executive Committee Nikolai Sherstnev: there must be a system in everything
In terms of effectiveness, about 80 percent of incoming problems are resolved within a month, and 20 percent are put under control until funding becomes available.
Before starting to communicate with the residents of the Vitebsk region, the Chairman of the Regional Executive Committee, Nikolai Sherstnev, asked specialists why, in their opinion, people complain about the same problems, and noted that the "direct line" seems to extinguish some recurring one-off problems, but a system for solving the main ones, especially in housing and communal services, has not yet been developed. Nikolai Sherstnev instructed the Deputy Chairman of the Regional Executive Committee, Vladimir Belous, and the Head of the Housing and Communal Services Department, Yuri Dyadelo, to consider and analyze this issue within a week and report what adjustments need to be made to the approaches to responding to citizens' appeals.
This "direct line" also received calls non-stop. Questions came from Polotsk, Orsha, Sennensk, Liozno, Gorodok, Vitebsk, Tolochin districts and the regional center, from where it is easier to get through, and the population living here is incomparably larger than in the districts.
The first call was from Orsha. It was about the fact that the territory along the house on Lenin Street was once asphalted, and people were happy about it. But soon the yard turned into a through road, with a large flow of cars. Previously, there were blocks that hindered movement, and then they were removed. It turns out that children are playing on the roadway. A request was received to re-install a barrier here.
The Chairman of the Orsha District Executive Committee, Igor Isachenko, explained that the barriers were removed at the insistence of the Ministry of Emergency Situations and the State Automobile Inspectorate. However, the Chairman of the Regional Executive Committee was adamant: he demanded to visit the site, meet with the person who made the call, and resolve the situation, explaining everything in detail so that the applicant would have no reason to complain again.
Alexander Platonovich, residing at 11 Naberezhnaya Street in Novolukoml, escalated the issue to the level of the Chairman of the Regional Executive Committee after 11 months of appeals to various authorities. The non-functioning ventilation has still not been fixed. In his opinion, his neighbor tampered with the ventilation.
The Chairman of the Chashniki District Executive Committee, Leonid Pleshko, reported that neither the applicant nor his neighbor would allow the ventilation situation to be clarified. It was decided that documentation should be prepared and repairs carried out. The documents will be ready in March.
Nikolai Sherstnev was perplexed that documentation was being prepared without clarifying the cause, the nature of the malfunction, and who was at fault. If they are not allowed in, then everything must be documented, law enforcement agencies must be involved, and the source of the problem must be identified, with those responsible brought to justice. The housing and communal services need to act more proactively here, rather than stretching out the solution for years.
The issue raised by Sergey Nikolaevich from Smolenskaya Street in Vitebsk regarding the flooding of the cemetery in Nikropol due to a snow dump was not discussed for long. The Chairman of the City Executive Committee, Viktor Nikolaikin, noted that he was unaware of this, but since the issue has arisen, it will be resolved: drainage for flood surface waters will be carried out in the near future.
Some complaints arise solely because all instances respond to them based on the original source without re-verification. This impression was formed after a call from Anatoly Viktorovich from the village of Svetly, Vitebsk region. He began to receive claims from the district authorities stating that he allegedly does not live in the building where he owns housing, does not heat it, and as a result, his neighbors' walls freeze. The applicant explains that the house has stove heating, he works as a builder on a flexible schedule, and heats his apartment whenever possible. By the way, the house was built in 1972 for 8 apartments, and only four of them are inhabited. The chairman of the regional executive committee reasoned that it is the homeowner's business when to heat it and what temperature to maintain. And in order not to offend the person unnecessarily, it is necessary to meet with him and those whose complaints are the basis for the claims. Conduct an investigation, take measurements, and resolve this issue permanently.
Similarly, the complaint of Ivan Selverstovich from the village of Perkhanshchina, Polotsk region, regarding the allocation of a land plot to him cannot be left unattended. According to the applicant, his plot was reduced in size in his absence. And the institute "Belgiprozem" processed the documents.
The head of the region again reproached the local authorities of Polotsk: they are sending the person from one office to another, where they simply dismiss him. It is necessary to go to the site, delve into the situation again, and explain everything clearly. This is not an issue that requires money.
A similar, one might say, neighborly issue arose in Vitebsk on Stadionnaya Street: a neighbor built a bathhouse, due to which Stanislav Stanislavovich's plot boundaries were moved. The court satisfied his claims to restore the previous boundaries, which had existed since 1987. However, in order not to force the neighbor to demolish the bathhouse, the Oktyabrsky District Executive Committee commission established the plot boundaries contrary to the applicant's requirements. Now this issue will be considered again by the court, to which the case has already been transferred from the department for work with citizens' and legal entities' appeals of the regional executive committee.
The sensitive issue of the "Rubyezhnytsia" farm in the Liozno district was raised by Oksana Grigoryevna from the village of Nadezhino. Here, people have not been paid their vacation pay from as far back as 2018, and wages for January have not been issued. In the autumn, when earnings were higher, it was possible to receive part of them in the form of goods from the store. But in winter, wages are low, and if the farm does not settle with the store, you cannot get anything against your wages. Moreover, what you need is not always available. Oksana works as a livestock breeder, she is concerned that the livestock are not allocated sufficient concentrates, soybeans, and flour, which affects weight gain and milk yield. By the way, her husband is a mechanic, he services three tractors, and he decided to submit his resignation and look for work in another region. Oksana really does not want to leave her hometown, but they have two children, they need to be clothed, fed, pay for music school, and prepare their son for a cadet school.
Nikolai Sherstnev demanded that the first deputy chairman of the Liozno District Executive Committee immediately meet with the head of the farm, develop an action plan, and report on how the problem in "Rubyezhnytsia" will be resolved. After all, the sowing season is just around the corner, and they have a whole bunch of unresolved issues.
Currently, when it comes to personnel, the issue arises that young people are leaving the village for the city. But it happens that it is precisely in agricultural organizations that specialists are not helped to adapt. Tatiana Vladimirovna from Suykovo, Vitebsk district, reported such a case. Her son, after college, was assigned as an electrician to "Krynki" in the Liozno district. And not only is the salary meager, but no tools were assigned to him, and he was not provided with materials. He even buys electrical tape for his son so he can work.
When they started to refute what Tatiana Vladimirovna said at the Liozno District Executive Committee, they seemed to have confused the specialists, talking as if about the chief engineer.
Nikolai Nikolaevich inquired whether everything had been done to create working conditions for the young specialist and whether he had been provided with tools. Not receiving a proper answer, he demanded that the matter be investigated and reported without delay.
Tamara Nikolaevna from Yezershcha voiced many issues that need to be addressed (regarding inadequate conditions in the kindergarten for younger schoolchildren; possibilities for repairing commercial housing; repairing a street where it is difficult to walk due to large gravel). They reported an unwillingness to collect garbage from 3rd Sovkhoznaya Street in Vitebsk, which requires climbing uphill; disagreement with the fare from Polotsk, and from the village of Kovalischi, Polotsky District, again disagreement with the electricity payment. Vladimir Vasilievich from Mira Street, 24, building 1, reported a lack of beef in Vitebsk stores. He also asked if he, as a disabled person of the third group due to a general illness, could receive medications at a preferential price; Nikolai Ivanovich from the agro-town of Lisuny, Orshansky District, is concerned that the Konstantin Zaslonov Museum has not yet been restored.
Having heard the opinions of specialists and the head of the Orshansky District Executive Committee on this matter, the head of the region took the decision to keep the museum under personal control, emphasizing that it is unacceptable to turn this issue into empty talk, and demanded that everything be done as soon as possible.
Galina Sergeevna from the village of Zastarine, Beshenkovichsky District, received advice on how to avoid paying the full price for a gas cylinder while living in a village and owning an apartment in Vitebsk.
Having heard the appeal about the poor cleaning of streets and yards in Vitebsk, Nikolai Sherstnev agreed with Evgeny Nikitovich (Gagarin Street, 142) that there are many shortcomings in solving this problem, but the authorities are taking the necessary measures. He asked the caller what he proposed to improve the situation. The housing and communal services department was reprimanded for not having a well-developed system for cleaning streets and yards.
They asked to pay attention to house No. 28a on Krasnogo Oktyabrya Street in Vitebsk: the building has 16 apartments and was built in 1960. The apartments lack toilets and running water.
A native of the village of Anelino, Tolochin District, currently residing in Gomel, expressed a wish to keep a shop in the village, where she now visits with her grandchildren for seven months, and where villagers in 40 houses also live. In summer, summer residents are added. She believes that two weekly trips by the Sennensky Raipo mobile shop are not enough to have fresh products.
These and a number of other issues have been taken under control. They will be studied, analyzed, and resolved in accordance with the law. But the main thing, which Nikolai Sherstnev repeatedly pointed out, is to be more attentive to people, to try to resolve everything at the local level.
