Prevention of offenses, prevention of recidivism, domestic crimes: a meeting of the coordination council for combating crime and corruption was held at the Vitebsk Regional Prosecutor's Office
Under the chairmanship of the Vitebsk Regional Prosecutor Igor Ukrainets, a meeting of the coordination council for combating crime and corruption in the Vitebsk region was held via video conference with the regions. The topic was the implementation of the comprehensive plan for the prevention of offenses in the Vitebsk region for 2022, compliance by prevention entities and law enforcement agencies with the legislation on the prevention of recidivism, domestic violence, as well as the approval of the regional comprehensive plan for the prevention of offenses in the Vitebsk region for 2023.
Among those present were members of the coordination council and invited guests: First Deputy Regional Prosecutor Denis Shapovalov, Deputy Regional Prosecutor Igor Belousov, Deputy Chairman of the Vitebsk Regional Executive Committee Vyacheslav Durnov, Head of the Investigative Committee of the Republic of Belarus for the Vitebsk Region Alexander Gutska, Head of the Department of Internal Affairs of the Vitebsk Regional Executive Committee Andrey Lyubimov, Head of the Department of Financial Investigations of the State Control Committee of the Republic of Belarus for the Vitebsk Region Alexander Skory, Chairman of the State Control Committee of the Vitebsk Region Vladimir Godyatsky, Head of the institution "Vitebsk Regional Department of the Ministry of Emergency Situations of the Republic of Belarus" Sergey Meleshkin, Chairman of the Committee for Labor, Employment and Social Protection of the Vitebsk Regional Executive Committee Alexander Khristoforov, Head of the Main Department for Education of the Vitebsk Regional Executive Committee Dmitry Khoma, heads of structural divisions of the regional prosecutor's office, and others.
When considering the issues, attention was focused on the shortcomings in the implementation of the comprehensive plan for the prevention of offenses in the Vitebsk region for 2022 by the prevention entities, the formation of a comprehensive plan for the prevention of offenses in the Vitebsk region for 2023, taking into account the existing negative trends in the crime situation and the death of citizens from external causes.

the region notes an increase in the number of crimes committed by persons in a state of alcoholic intoxication by 4.6%. The proportion of such crimes in the overall structure is 35.1%. This indicator is one of the highest in the republic. 83% of murders, 92% of intentional grievous bodily harm, 89% of robberies, and 70% of thefts were committed while in a state of alcoholic intoxication.
“The results of supervisory activities indicate systemic shortcomings in the organization of work by local executive and administrative bodies, internal affairs bodies, healthcare, and other prevention entities in preventing drunkenness and alcoholism, the lack of a comprehensive approach, and departmental fragmentation,” noted the First Deputy Prosecutor of the region, Denis Shapovalov, in his report.
He also drew attention to shortcomings in the organization of preventive work by local executive and administrative bodies and inspection commissions to prevent fires and deaths from them.
For reference. For 11 months of 2022, the number of people who died in fires in the region increased by 11.8% (from 85 to 95).
The participants of the meeting paid special attention to the issues of preventing crimes committed in the domestic sphere and preventing recidivism.
For reference. In the region, there has been an increase in the number of domestic crimes such as murders – from 13 to 15, crimes against sexual integrity – from 1 to 29, and torture – from 32 to 46.
The Prosecutor of the Vitebsk region, Igor Ukrainets, directed the internal affairs bodies and local executive and administrative bodies to improve the quality of individual preventive work with persons who commit domestic violence, and to take timely and high-quality measures to bring such persons to legal accountability.
Based on the results of the meeting, specific instructions were given, and additional measures were developed to improve the activities of prevention entities in preventing offenses and deaths of citizens from external causes, and a comprehensive prevention plan was agreed upon.
