The Vitebsk Regional Prosecutor's Office, on the basis of the PSU Law Faculty, held a training and practical seminar on the quality of state prosecution
The Department for Supervision over the Legality of Court Decisions in Criminal Cases of the Vitebsk Regional Prosecutor's Office meticulously developed the program for this educational and methodological seminar, which included lectures and practical sessions. Participants discussed issues related to the qualitative preparation for criminal case proceedings and the use of powers granted by legislation by state prosecutors. They also reviewed the methodology for checking court decisions for compliance with legal requirements, preparing appeals, and identifying common shortcomings.
The seminar addressed aspects of qualifying crimes related to the illicit trafficking of narcotic drugs and psychotropic substances, errors and deficiencies in the consideration of criminal cases of this category, and grounds for reviewing court decisions in criminal cases through appeal and supervisory procedures.
Senior Assistant Prosecutor of the Polotsk District, O.S. Kolosova, and Senior Assistant Prosecutor of Novopolotsk city, S.A. Shinkevich, shared their accumulated experience in preparing for participation in criminal proceedings, tactical methods for interrogating participants, and techniques for supplementing investigative gaps.
Senior lecturer of the Department of Criminal Law and Criminology, V.A. Kuryakov, and Associate Professor of the Department, Yu.L. Prikolotin, delivered reports on the specifics of qualifying and criminological characteristics of crimes against the interests of service.
A significant part of the seminar consisted of practical exercises, where the level of
professionalism of prosecutors, their knowledge of substantive and procedural law, judicial practice, ability to apply acquired knowledge to specific cases, skill in correctly formulating questions and publicly speaking in court.Paying increased attention to this, the regional prosecutor's office held a business game at the seminar in the form of questioning the accused by state prosecutors and the defense, in which, along with prosecutors, the most active students took direct part, after which the parties' speeches in the judicial debates were heard and discussed.
Junior lawyers observed the process of questioning the accused in a criminal case, and became more familiar with the activities of the state prosecutor and the defense attorney. They became convinced of how difficult it is not only to support the state prosecution in court, but also to carry out the function of defense.
At the seminar, employees and students presented reports on specific issues of criminal and criminal procedure legislation, and practical tasks with existing violations of substantive and procedural law were resolved.
Participants of the seminar were given the opportunity to ask questions, share their work experience and existing problems.
Overall, the results of the seminar demonstrated the effectiveness of this form of training for professional skills, as well as the opportunities to assess the level of theoretical and practical training of each participant.
This event also proved useful for students who wish to connect their future activities with criminal proceedings.
