The Vitebsk Regional Prosecutor's Office demanded to intensify work on informing large low-income families about the social benefits and guarantees they are entitled to
The prosecutor's offices of the Vitebsk region have selectively studied the situation in large families raising 5 or more children with low incomes, and their awareness of the possibility of using the benefits and guarantees available to their families.
For reference. According to the data of the Committee for Labor, Employment and Social Protection of the Vitebsk Regional Executive Committee, there are 11,509 large families living in the Vitebsk region, including 9,272 families raising 3 children, 1,638 families – 4 children, 465 families – 5 children, 97 families – 6 children, 23 families – 7 children, 6 families – 8 children, 5 families – 9 children, 2 families – 10 children, 1 family – 11 children.
During supervisory activities, prosecutors identified low-income large families in which parents are not properly informed by social protection bodies, education departments, and educational institutions about the social benefits and guarantees available to them, which leads to a violation of the rights and legitimate interests of minor children, and living in conditions where their basic life needs are not met.
For example, in a single-parent low-income large family living in the Vitebsk district, there are 6 minor children. The family does not own a home, the mother of the minors is caring for a Group 1 disabled person, the monthly benefit is 339.83 rubles, and the mother's cohabitant is not officially employed. Given the difficult financial situation in the family, employees of the educational institution and the rural executive committee did not explain the right to receive all types of social benefits and guarantees provided for low-income large families, including the right to improve housing conditions (the family is not registered with the rural executive committee as needing to improve housing conditions).
As a result, the first deputy prosecutor of the Vitebsk region submitted a representation to the Vitebsk Regional Executive Committee, demanding the elimination of the identified violations.
Based on the results of the supervision report review, specific measures have been taken: a number of families have been registered as needing housing improvement, unified memorandums for families raising children with disabilities and large low-income families have been developed and communicated to interested parties, indicating all social benefits and guarantees they are entitled to, and the procedure for applying to specific state bodies for their receipt. Explanatory work has been organized and conducted with large low-income families, as well as families with low material income, regarding the possible list of social services provided.
