The Vitebsk Regional Prosecutor's Office has identified violations of anti-corruption legislation in the housing and communal services sector

The results of the analysis of the implementation of anti-corruption legislation in the housing and communal services sector, conducted by the regional prosecutor's office, indicate that the work carried out by the main department of the Vitebsk regional executive committee, relevant territorial departments of city and district executive committees, and subordinate enterprises does not fully meet the requirements of anti-corruption legislation, and therefore is not capable of effectively eliminating and minimizing corruption manifestations.

Over the past three years, a stable negative trend has emerged towards an increase in corruption crimes committed by employees of the housing and communal services system.

The facts of corruption crimes indicate the need to take additional organizational and practical measures in the sphere of combating corruption, as corruption manifestations are a consequence of the untimely identification of corruption risks in the activities of enterprises and the inefficiency of planned and conducted measures.

The work in the housing and communal services system of the region on familiarizing state officials with the list of anti-corruption restrictions is causing concern.

Facts of unreliable reflection in timesheets of actually worked working hours due to employees being abroad have been revealed.

An official of one of the state enterprises failed to take measures to comply with the anti-corruption restriction on engaging in entrepreneurial activities.

Prosecutors have also identified violations of the procedure for declaring income and property by persons obliged to submit them annually in accordance with Article 32 of the Law, both in the main department of the regional executive committee, and in territorial departments, as well as at subordinate enterprises.

Numerous violations of legislation on the procurement of goods (works, services), both at the expense of budget and own funds, as well as in the construction sector, have been established. Facts of restricting participants' access to the procurement procedure and violations in the customer's determination of criteria have been established.

evaluation of participants' proposals, restrictions on unjustified reduction of the deadline for preparation and submission of proposals by participants in competitive procedures, improper formation of documentation without taking into account the requirements of the legislation, imposition of unjustified requirements for participants' qualifications, untimely or failure to publish information on the results of procedures in the public domain.

The identified violations of anti-corruption legislation became possible, inter alia, due to the inefficient work of commissions for combating corruption established at enterprises.

In connection with the identified violations, the regional prosecutor's office has submitted a representation to the Vitebsk Regional Executive Committee with a demand to take a number of specific organizational and practical measures aimed at eliminating violations of anti-corruption legislation, as well as the causes and conditions contributing to them.
