The Vitebsk Regional Prosecutor's Office analyzed the results of work with appeals from citizens and legal entities
In 2024, the prosecutor's offices of the Vitebsk region received 5,881 appeals from citizens and legal entities, which is 384 appeals less than in 2023. Of these, 2,262 were not related to the activities of the prosecutor's offices and were sent for consideration to other departments and organizations in accordance with their competence.
Prosecutor's office employees directly resolved 2,875 appeals, of which 41.6% were deemed justified. At the same time, based on the results of the review, over a thousand appeals led to prosecutorial response measures aimed at eliminating legislative violations.
It should be noted that the largest number of appeals were resolved regarding the supervision of legislation enforcement – 1,121 applications. The measures taken in this area, including by the prosecutor's offices, have improved the situation regarding the observance of citizens' labor rights. At the same time, in a number of regions, facts of untimely payment of wages and other payments to employees still occur.
For example, in the Tolochin district, due to the violation of the deadline for payment of final settlement upon dismissal to a former employee of a agricultural organization, the responsible person was brought to administrative liability under Part 3 of Article 10.12 of the Code of the Republic of Belarus on Administrative Offenses by the district prosecutor's resolution, and a fine of 4 base units was imposed on him. At the prosecutor's request, the responsible person was also brought to disciplinary liability.
Prosecutions found appeals regarding compliance with housing legislation to be justified – out of 79 such appeals considered on their merits, 30 were satisfied.
For example, in the Dubrovno district, solely upon the prosecutor's submission, measures were taken to restore order in the territory of the agro-town of Osintorf. Those responsible for violating the rules of landscaping and maintenance of the settlement were brought to disciplinary action.
Based on the results of considering appeals concerning compliance with legislation on minors and youth, prosecutors took measures to protect the rights and interests of children and ensure their safety – 60 appeals were resolved, of which 22 were found justified and satisfied.
Thus, the prosecutor of the Beshenkovichi district, upon considering an anonymous appeal, confirmed the allegations of legislative violations in the organization of catering at one of the district's educational institutions. Following the district prosecutor's submission, measures were taken to rectify the shortcomings, and seven school employees, including the head of the educational institution, were subjected to disciplinary action.
In the past year, the prosecutor's offices of the Vitebsk region conducted 42 inspections of compliance with the legislation on citizens' and legal entities' appeals. As a result, 54 supervisory acts were issued, and 97 individuals were brought to disciplinary responsibility.
Prosecutors continue to work with the public, ensure the protection of citizens' rights and legitimate interests, state and public interests, and react fundamentally to identified violations of legality.
