Prosecutor's Office Identifies Violations of Hunting Management Legislation

Prosecutor's offices in the region conducted inspections of the compliance of lessees and users of hunting grounds with obligations regarding the protection of hunting grounds, during which a number of legislative violations were identified.

For example, during a selective survey of hunting grounds leased by private entities in the Senno district, it was found that there were no animal feeding grounds that met the established requirements.

There were instances of biotechnological facilities used for feeding game animals being in unsatisfactory condition in hunting grounds leased by organizations of the Belarusian Society of Hunters and Fishermen (Glubokoye, Shumilino districts).

The absence of some information signs, which display the name of the hunting ground user, hunting management zones, information on hunting regulations, and other necessary data, as well as the poor condition of such signs and the inability to read the information displayed on them, were identified (Lepel, Senno, Dubrovno, Liozno, Orsha, Postavy, Shumilino districts).

Some lessees of hunting grounds in the Glubokoye, Liozno, and Orsha districts maintained user passports for hunting grounds according to a form established by an outdated regulatory act, while in the Gorodok district, no passport was maintained at all.

There were instances of failure to post up-to-date information on hunting ground boundaries and other necessary data on the Internet (Polotsk, Verkhnedvinsk districts).

Furthermore, in the Vitebsk region, the requirements of legislation on the protection of game animals in the reserve fund of hunting grounds, as well as in areas not included in the hunting grounds fund, including zones where hunting is prohibited, are not being met. According to the Rules of Hunting Management, this should be carried out by local executive and administrative bodies or by legal entities specially authorized by them, using funds from local budgets.

Over the past three years, the aforementioned activities have not been planned or carried out in the specified territories, including information signs and other markers on public roads, in public places with information prohibiting hunting and the boundaries of these territories have not been established, and hunting animal records have not been kept. Funds from local budgets have not been provided or allocated for these purposes.

Following the inspections, 17 acts of prosecutorial supervision were prepared. The Prosecutor's Office of the region has informed the Vitebsk Regional Executive Committee about the existing problems in this area.
