The regional prosecutor's office has studied the quality of information memos on the state of legality and law and order, sent by prosecutors of cities and districts, and transport prosecutors to executive and representative authorities.

In total, prosecutors prepared and submitted 169 information memos on the state of legality (168 in 2014), including 75 on the state of crime, 39 on the fight against corruption, and 37 on compliance with legislation on minors. The prosecutors of Lepel, Beshenkovichi, Gorodok, Dokshitsy, Ushachi, Dubrovno, and Orsha districts, and the city of Vitebsk, used this form of interaction with representative and executive authorities most actively.

Most prosecutors approach the preparation of information memos responsibly, deeply analyze the causes of negative processes in the dynamics and structure of crime, and identify the most important and priority problems encountered during supervisory activities.

For example, the prosecutor of Beshenkovichi district, in connection with a significant increase in crime in the territories of Verkhnekrivinsky and Ostrovensky village councils, drew attention in an information memo to the fact that the reasons for this increase were the failure of preventive entities, headed by councils of public law and order points, to take exhaustive measures against certain categories of individuals, and their inability to identify problems in time and influence the situation. In this regard, it was proposed to conduct a comprehensive review of Ostrovensky and Verkhnekrivinsky village councils in February-March 2016, and together with the councils of public law and order points, to develop additional organizational, practical, and preventive measures aimed at preventing further complications.

The prosecutor of the Chashniki district, using specific examples and photographic materials, highlighted shortcomings in the activities of certain managers of state-owned enterprises regarding the safeguarding of the property entrusted to them. In connection with the identified violations of the law, it was proposed that during the consideration of the information note at the executive committee meeting, the managers of the enterprises should report on the reasons for the noted shortcomings in the activities of their enterprises, the measures being taken to strengthen executive and labor discipline, and the fulfillment of the requirements of the legislation on property safeguarding.

The information note from the prosecutor of the Sennensky district analyzed the reasons for the wage arrears that have arisen in the district. It was noted that the arrears were due to untimely settlements by processing industry enterprises for products supplied by organizations in the district, insufficient work by enterprises to reduce accounts receivable, and also the extremely low role of the district commission for reducing accounts receivable in stabilizing the financial and economic condition of organizations. At the same time, it was proposed that the Department of Agriculture and Food take exhaustive measures to reduce accounts receivable and payable, and ensure the timeliness and completeness of wage payments.

Prosecutors of the Vitebsk, Chashniki, Tolochin, Polotsk, Lepel, Rossony, and Postavy districts analyzed the state of law and order in the regions and identified rural councils where the largest number of crimes were registered. They noted shortcomings in the activities of the Internal Affairs Departments in preventing, suppressing, and solving criminal offenses.

Current problems of human fatalities are highlighted in the information notes of prosecutors from Ushachi, Rossony, Sharkovshchina, and other districts.

By submitting information notes, prosecutors have also drawn the attention of local representative and executive authorities to problematic issues in the enforcement of labor legislation (Orsha, Gorodok, Vitebsk, and other districts), legislation on citizens' and legal entities' appeals (Braslav, Chashniki, Lepel, Shumilino, and other districts), legislation on the payment of mandatory insurance contributions (Dokshitsy district), and legislation on the protection of historical and cultural heritage (Tolokhin district).

In general, the information notes highlight current regional problems and reflect the organizational and practical measures taken by the prosecutor's offices and other law enforcement agencies to strengthen legality and protect the constitutional rights of citizens.

At the same time, the analysis of the quality of information notes on the state of legality and law and order has shown that there are certain shortcomings in their preparation, which has been brought to the attention of city and district prosecutors, and transport prosecutors in the relevant directive.
