The regional prosecutor's office pays increased attention to the crime situation among youth

Based on the results of the work for the first four months of 2018, the crime situation among youth in the Vitebsk region has begun to deteriorate.

The rate of juvenile delinquency increased by 21.7%, and in May and June of the current year, there was also an increase in juvenile crimes. Throughout 2017 and the current period of 2018, more than 40 minors registered with juvenile inspection units were involved in committing crimes, which indicated that the work of juvenile inspections did not always meet the required standards.

In this regard, in April-May 2018, the regional prosecutor's office conducted an inspection of the effectiveness of the organization of individual preventive work with difficult teenagers by the internal affairs bodies of the Vitebsk region, especially considering the amendments to the Law "On the Fundamentals of the System for Preventing Neglect and Offenses of Minors," which established significantly new conditions for such work from 01.07.2017 (the minimum age for registering children was determined, specific timeframes for conducting work were introduced, etc.).

It was established that the commission of crimes by minors is facilitated by the formal nature of the work with registered categories of teenagers. Inspection officers often determined the children's social circle, leisure activities, and negative influences without communicating with families or interacting with educational, healthcare, and leisure institutions. In violation of Article 20 of the Law, there was a lack of proper interaction between inspections and criminal police units, as well as other departments. According to the prosecutors' directives, 10 children were removed from registration due to gross violations of the law.

Prosecutors submitted 22 recommendations and 9 directives to the heads of district internal affairs departments regarding the identified violations. The prosecutor of the Vitebsk region submitted a corresponding recommendation to the head of the Department of Internal Affairs.

This recommendation was considered in June-July 2018 at the Department of Internal Affairs with the participation of the senior assistant for supervision of the enforcement of legislation on minors and youth, heads of the Department of Internal Affairs, district internal affairs departments of the region, and juvenile inspectors. Organizational measures were taken to improve the crime situation.
