The regional prosecutor's office has initiated two criminal cases regarding vehicle damage in Polotsk.
In the first case, an unidentified person, while in a public place on Marinenko Street in Polotsk, during nighttime hours, intentionally damaged a BMW 525 vehicle belonging to S. by applying foam to the fuel tank cap, filling the space between the rear left wheel discs with foam, and blocking the exhaust pipe opening.
In the second case, an unidentified person, also in a public place on M. Bogdanovich Street in Polotsk, during nighttime hours, intentionally damaged a Mercedes-Benz 409 vehicle belonging to M. by applying black paint inscriptions of an offensive nature, and also by filling the exhaust pipe opening with mounting foam.
In both cases, the damage caused by mounting foam resulted in the loss of the vehicles' consumer properties and made their operation impossible without removing the solidified polymer substance.
Furthermore, the damaged vehicles were located in a public place visible to many people, which was evident to those who committed the unlawful acts against the specified property. The quantity and nature of the damage to the vehicles suggested the intent of the unidentified persons to make the damage publicly visible. The unlawful acts committed caused public outcry, as a significant number of citizens witnessed the damaged vehicles.
Thus, the actions of the unidentified persons who damaged the vehicles were committed out of hooligan motives, grossly violated public order, and demonstrated a clear disrespect for society.
In connection with this, the regional prosecutor's office has initiated criminal cases for both instances of vehicle damage under Part 1 of Article 339 of the Criminal Code of the Republic of Belarus, or hooliganism.
