A meeting of the public council for the oversight of law enforcement (and other state bodies) and anti-corruption was held

During a "round table" held at SOOO "Forteks-vodnye tekhnologii", a number of topical issues in the sphere of combating corruption in the region were considered, the problems of application and ways to improve anti-corruption legislation were discussed, and the effectiveness of public control in the fight against corruption was assessed.

The forum was actively attended by the Deputy Chairman of the Regional Executive Committee Penin V.P., the Chairman of the Committee for State Control of the Vitebsk Region Zaryankin V.V., representatives of control and judicial bodies of the region, heads of a number of enterprises and organizations of the Vitebsk region, both state and non-state forms of ownership, in particular, General Director of SOOO "Forteks-vodnye tekhnologii", Doctor of Technical Sciences Pinchuk I.I., Director of RUP "Belarusneft - Vitebskobleneftoprodukt" Kapshul A.G., General Directors of OJSC "Vitebskoblavtotrans", OJSC "Vitebskhlebprom", OJSC "Rudakovo" and others.

The interests of economic entities and the business community were also represented by the Vitebsk Regional Union of Employers.

Examples of identified violations in the sphere most vulnerable to corruption manifestations – procurement of goods (works, services), conditions contributing to them, and proposals for improving certain provisions of anti-corruption legislation concerning both public procurement and procurement from own funds, were brought to the attention of the participants by the Chairman of the Committee for State Control of the Vitebsk Region Zaryankin V.V.

From the position of protecting the rights and interests of workers, including those in leadership positions, the Chairman of the Vitebsk Regional Trade Union Association Vozmitel I.K. spoke, emphasizing the need to strengthen the role of trade unions and public control on their part in the fight against corruption.

their vision of corruption risks in production activities, particularly in the area of procurement, and representatives of the region's business community: Director of the Executive Directorate of the Vitebsk Regional Union of Employers Turaivinov V.P., General Director SOOO "Fortex-Water Technologies" Pinchuk I.I., OJSC "Vitebskoblavtotrans" Starovoytov S.I., RUP "Belorusneft-Vitebskobleneftoprodukt" Kapshul A.G.

A legal analysis of certain provisions of the Law of the Republic of Belarus "On Combating Corruption" regarding corruption risks in the educational sphere and their mitigation was conducted by the Dean of the Law Faculty of the educational institution "Vitebsk State University named after P.M. Masherov", Candidate of Philosophical Sciences Bochkov A.A.

The "autumn" novelties of the legislation aimed at stimulating business activity, eliminating excessive requirements imposed on business entities, and also removing administrative barriers hindering business development were actively and substantively discussed by all forum participants (Decrees of the President of the Republic of Belarus No.376of 16.10.2017"On Measures to Improve Control (Supervisory) Activities",No. 337 of 19.09.2017 "On Regulation of the Activities of Individuals", No. 345 of 22.09.2017 "On the Development of Trade, Public Catering and Consumer Services", No. 364 of 09.10.2017 "On the Implementation of Craft Activities by Individuals", No. 365 of 09.10.2017 "On the Development of Agro-ecotourism").

During the forum, the meeting participants analyzed problematic aspects of the application and ways to improve anti-corruption legislation, made specific proposals for improving certain provisions and norms of the Law "On Combating Corruption", as well as increasing the effectiveness of public control in the sphere of combating corruption manifestations.

The results of the meeting were summarized by the Prosecutor of the region Sushchinsky V.V., who drew the attention of those present to the need for unconditional compliance with the requirements of anti-corruption legislation, ensuring a principled approach when deciding on the issue of

responsibility of persons who have committed violations of the requirements of the said legislation.

Proposals for the adjustment of anti-corruption and other legislation, received during the meeting and approved by the Public Council, are planned to be sent for consideration to the General Prosecutor's Office of the Republic of Belarus.
