The holding of the «Where is the den - visit this house!» campaign initiated by the regional prosecutor's office contributed to the adoption of additional preventive measures against «difficult» citizens

In an apartment — a sharp smell, as if from a garbage chute, in the rooms — a dump of dirty clothes and rags, on the table — mixed food scraps, a mountain of unwashed dishes, garbage, and the floor is littered with empty bottles. This is how a home that has become a breeding ground for unsanitary conditions with a reputation as a den usually looks. As a rule, people leading an antisocial lifestyle, previously convicted, and abusing alcohol live here.

For a long time, Nikolai Adamov (name and surname changed), a resident of the village of Bliznitsa, Polotsk district, put up with troublesome neighbors who never missed an opportunity to have a drink and quarrel. Often, domestic fights became the culmination of feasts, where guests arrived uninvited. The criminal past of the apartment owner's cohabitant, who was twice convicted of inflicting bodily harm on her son with a knife, did not in any way adorn the residents of the den. And every time the unreliable neighbors gathered at the same table for another binge, Adamov's wife began to visit them "for a spark" more and more often. To scare the trio of brawlers, Nikolai set fire to the neighbor's apartment. As a result of the fire, the apartment owner died from poisoning by combustion products, and her son and civil husband were taken to the hospital. Other residents of the house were not injured. A criminal case has been initiated on the fact of murder.

This crime was preceded by another, which occurred in the district center. Having had a drink with his neighbor, Alexey Alkanov (name and surname changed) from Polotsk began to sort things out with him, reacting sharply to his words. Therefore, the drunken feast, which began cheerfully, ended tragically — Alkanov killed him with a knife. Investigations are currently underway. By the way, Alexey's biography already has bloody stains — a few years ago he unlawfully took the life of his father. The recognition of the man as insane by experts gave grounds to release him from criminal responsibility and send him for treatment. After being discharged from the medical institution, he was registered with a psychiatrist, and later he began to evade visits to doctors altogether. Falling out of the circle of controlling bodies, he periodically beat his mother, took away her pension, and even threatened to kill her.

These criminal cases, according to Konstantin Shiyenok, Senior Assistant Prosecutor of the region for supervision over the enforcement of legislation on crime prevention and other offenses, showed that the activities of preventive entities are carried out formally, individual work with persons registered with the district police departments has not been carried out for years, and district police officers have completely ignored facts of antisocial behavior of citizens. Based on the violations recorded, the regional prosecutor's office submitted a representation to the Internal Affairs Directorate of the regional executive committee to eliminate them, as a result of which 6 officials were brought to disciplinary responsibility, and 10 employees were deprived of bonuses.

— The problem of preventing grave and especially grave crimes against the life and health of citizens is quite acute. Analysis of criminal case materials indicates that their causes are antisocial behavior, unemployment, and unsettled family and domestic life. At the time of committing intentional murders, 77% of the guilty persons were intoxicated, — Konstantin Shiyenok noted.

The "Where is the den - visit this house!" campaign initiated by the regional prosecutor's office contributed to the adoption of additional individual preventive measures against "difficult" citizens. Within the framework of the comprehensive event, interested services conducted almost 4 thousand inspections, identifying 11 new gathering places for antisocial individuals. 313 citizens were detained for committing administrative offenses.

— It is necessary to constantly work with this category of persons. However, a single conversation is not enough here, as they often forget about the conversation as soon as the inspectors close the door. Constant visits, administrative arrests, and protocols create maximum discomfort for offenders. The main thing is to win their trust, to achieve that everyone sees a preventive entity as a person with whom they can share their problems and receive real help in solving them, — said the prosecutor's employee.

The Justice Counselor is convinced that residents can and should play an important role in prevention.

А если деградирующие соседи оскорбляют или каким-то другим образом нарушают общественный порядок, то это административное правонарушение. Милиция составит протокол, и при необходимости задержит пьянчугу для проведения дальнейших разбирательств. Три таких нарушения — и дебоширу вручат «путевку» в лечебно-трудовой профилакторий. Кстати, привлечь к ответственности можно и за нарушение правил пользования жилым помещением. Отказываются платить за коммунальные услуги, продолжают вести аморальный образ жизни — ЖКХ впору готовить документы в суд. В худшем случае асоциальных граждан ждет выселение в принудительном порядке, как и прописано в Жилищном кодексе.

— Реагировать необходимо на любые сообщения, которые поступают, особенно это касается пьяных ссор. У выпивших людей полностью отключается самоконтроль, и конфликт может закончиться не так безобидно, как хотелось бы, — подчеркнул Константин Шиенок.

Неспроста хозяева притонов не торопятся пускать контролирующие органы в дом, ведь, наверняка, стыдно за свой образ жизни. А если где-то в глубине души такие граждане осознают, что так существовать нельзя, хочется верить: не все еще потеряно.
