Inspection of the system of enterprises of Vitebskobremstroy

The prosecutor's offices of the Vitebsk region conducted an inspection of the UP "Vitebskobleremstroy" system on compliance with Directive of the President of the Republic of Belarus No. 3 of 14.06.2007 "On priority directions of strengthening the economic security of the state", legislation on property preservation, labor and occupational safety, on citizens' and legal entities' appeals, on combating corruption.

An analysis of the financial and economic activity of UP "Vitebskobleremstroy" and its branches showed that these enterprises are in a difficult financial situation. At the same time, the inspected entities are not taking sufficient measures to preserve property, contractual and claim-related work is not carried out properly, and overdue accounts receivable are not collected for a long time (UP "Vitebskobleremstroy", branches of the enterprise "STEM", "VITEC" and "Miorsky remontnik").

Contrary to the requirements of the Instruction on Inventory of Assets and Liabilities, approved by the Resolution of the Ministry of Finance of the Republic of Belarus No. 180 of 30.11.2007, the enterprises have not properly organized the inventory of inventory and cash.

Failure to take adequate measures to stabilize the economic condition of the enterprises leads to difficulties with the payment of wages to employees. Thus, in violation of Art. 73 of the Labor Code of the Republic of Belarus, as of 01.05.2015, UP "Vitebskobleremstroy" had overdue wage debt to employees in the amount of 234.9 million rubles, as of 01.08.2015 – 127.5 million rubles, as of 01.09.2015 – 83.4 million rubles. At the same time, contrary to Art. 17

In accordance with the Law of the Republic of Belarus "On State Statistics", in the presence of overdue wage arrears, the enterprise did not submit the relevant reports to the statistical bodies.

The audit established that UP "Vitebskobremstroy" and its branches also had instances of untimely payment of final settlement upon dismissal, average wages during annual leave, and travel expenses. The prosecutor's offices identified violations in the preparation of local regulatory acts and job descriptions, maintenance of work record books and their accounting records, involving employees in work on weekends, payment of material assistance, organization of employee attendance records, and others.

The audit results also indicate an inadequate organization of labor protection at the enterprises.

Contrary to the requirements of the Law of the Republic of Belarus "On Citizens' and Legal Entities' Appeals", citizens' appeals were not always considered fully and comprehensively by the employees of the audited entities; in some cases, applicants were not provided with answers to all questions raised in the appeals, and there were instances of failure to send responses to applicants.

Based on the identified violations of legislation, the prosecutor's offices issued 4 submissions, 2 orders, and 6 official warnings. Following the review of supervision acts, 11 officials were subjected to disciplinary action, and 6 were subjected to administrative responsibility. The regional prosecutor's office sent a consolidated submission on eliminating the identified violations of legislation, the causes and conditions contributing to them, to the department

housing and communal services of the Vitebsk Regional Executive Committee.
