Verification of compliance with legislation in the implementation of a state scientific and technical program task

The Vitebsk Regional Prosecutor's Office conducted an inspection of compliance with legislation during the implementation of a task under the subprogram "Resource Saving" of the state scientific and technical program "Resource Saving, New Materials and Technologies – 2015", the purpose of which was the production of asphalt concrete mixture based on activated mineral powders from crushed galvanic sludges.

The amount of funds from the republican budget spent on the implementation of the task amounted to 83,200 rubles.

The inspection revealed that, in violation of paragraph 16 of the Regulation on the Procedure for Development and Implementation of Scientific and Technical Programs, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated August 31, 2005 No. 961, control over the progress of the program task, the targeted and efficient use of financial resources allocated for its implementation was not properly carried out. In fact, the specified task of the scientific and technical program was not completed, and unreliable information was entered into the documents on the fulfillment of the requirements established by the task.

In particular, the reports on the task fulfillment systematically contained information that did not correspond to reality regarding the production of trial batches of asphalt concrete mixture, the volumes of product output in accordance with the program task, and the funds spent on the implementation of program activities.

The chief accountant and the former head of the organizations implementing the program stated during the inspection that their signatures were forged on reports and other documents related to the implementation of the scientific and technical program.

In addition, the inspection established the unreliability of the information entered into the acceptance certificate of the state scientific and technical program task regarding the production of more than 25 thousand tons of asphalt concrete mixture based on activated mineral powders from crushed galvanic sludges in fulfillment of this task. One of the manufacturing organizations of this product had not actually carried out financial and economic activities for several years and, therefore, was liquidated upon the submission of the tax inspectorate. However, according to the reports and the acceptance certificate

significant production volumes were attributed to the given task.

The indicated violations led to an unfounded decision to terminate the state scientific and technical program in terms of fulfilling the requirements of the analyzed task. Currently, in accordance with the requirements of clause 14 of the Regulation on the procedure for the development and implementation of scientific and technical programs, approved by the Resolution of the Council of Ministers of the Republic of Belarus of 31.08.2005 No. 961, the issue of returning to the budget funds of the republican budget spent on the implementation of the task is subject to consideration.

Based on the results of the audit conducted by the Vitebsk Regional Prosecutor's Office, a representation was made to the General Director of KUP "Vitebskobldorstroy" (one of the organizations manufacturing products under the scientific and technical program) to eliminate violations of the legislation in the implementation of the state scientific and technical program, the causes and conditions contributing to them, which is currently under consideration. A directive was sent to the Department of Internal Affairs of the Vitebsk Regional Executive Committee regarding the revealed violations to conduct an investigation in accordance with Article 174 of the Criminal Procedure Code of the Republic of Belarus.
