Preventive work: identify and eliminate causes. The Vitebsk Regional Prosecutor's Office's representation was considered at a meeting of the Verkhnedvinsk District Executive Committee.

The Vitebsk Regional Prosecutor's Office conducts inspections with regional visits for each instance of crimes that have caused deaths and other serious consequences, during which the causes and conditions conducive to the commission of these crimes are established.

This form of work helps to identify problematic issues and systemic violations in the organization of prevention work, to assess the effectiveness of the activities of executive authorities, as the main subject of prevention, internal affairs bodies, and public associations.

During the study of the causes and conditions for the commission of a crime against a Group 2 disabled person in the Verkhnedvinsk district in February of the current year, provided for by Part 3 of Article 147 of the Criminal Code of the Republic of Belarus, a number of significant violations of legislation were established in the activities of all prevention subjects in the specified region.

In particular, in the activities of healthcare institutions, when implementing measures aimed at combating the alcoholization of the population, facts were revealed of recognizing persons who abuse alcohol, lead an antisocial lifestyle, are repeatedly brought to administrative responsibility while intoxicated, as not needing compulsory isolation and medical and social readaptation in a therapeutic and labor prophylactic setting.

In addition, the organization of individual preventive work with persons on preventive records caused significant criticism.

Despite sufficient grounds, as well as the requirements of the Mechanism for determining the category of residential and other premises as gathering places for persons with antisocial behavior, their identification and accounting, as well as the conduct of preventive measures, the residential premises of the house where the crime was committed were not recognized as dens, which did not allow for systematic preventive measures with the persons residing therein.

Of particular concern was the fact that the district police inspector, the chairman of the council of the public association for crime prevention of the rural executive committee, had been aware of such a situation in the house for a long time, which, among other things, requires

capital repairs, however, adequate and effective measures to rectify the situation were not taken. Only after the inspection by the regional prosecutor's office did the residential building's balance holder decide to carry out repair work, and it was classified as a "den of iniquity" by the Department of Internal Affairs. The conducted inspection revealed a number of shortcomings and omissions in the activities of the Department of Labor, Employment, and Social Protection of the Verkhnedvinsk District Executive Committee regarding the appointment of benefits for the care of persons who have reached the age of 80, and the inspection commission of the rural executive committee. The work of the district executive committee on stabilizing the crime situation, related to the increase in crime and deaths from external causes, was severely criticized, as 4 people drowned and 1 person died in a fire in the district last year, and an increase in crimes against life and health was noted. Following the inspection, a representation was made to the Chairman of the Verkhnedvinsk District Executive Committee to eliminate violations of the legislation on the prevention of crimes and offenses, and the issue of holding responsible officials accountable was raised. Information memos on the state of legality in the activities of the main department for healthcare of the Vitebsk Regional Executive Committee and the Vitebsk Regional Department of the Ministry of Emergency Situations were sent to their management. At the initiative of the Vitebsk Regional Prosecutor's Office, with the participation of Deputy Regional Prosecutor V.I. Guk, Senior Assistant Regional Prosecutor for supervision over the enforcement of legislation on the prevention of crimes and other offenses, and the Head of the Vitebsk Regional Department of the Ministry of Emergency Situations, the representation was considered at a meeting of the Verkhnedvinsk District Executive Committee. Following the consideration, specific organizational and practical measures were developed to stabilize the crime situation in the region, and the responsible officials were brought to disciplinary action.
