To work effectively and with high quality

On October 31, a meeting of the collegium of the regional prosecutor's office was held at the regional prosecutor's office, which considered topical issues of prosecutor's supervision over the legality of decisions made by internal affairs bodies, the Investigative Committee of the Republic of Belarus on verification materials and criminal cases of property theft, in which persons subject to criminal liability have not been identified.

In the speeches of the regional prosecutor V.V. Sushchinsky, his deputy V.I. Guk, it was noted that the effectiveness of law enforcement agencies in solving thefts and the quality of prosecutor's supervision over the enforcement of legislation at the pre-trial proceedings stage are one of the priority areas in the activities of the prosecutor's offices of the Vitebsk region. Since thefts of all forms of ownership have the main impact on the operational situation in the region. Their share in the structure of crime in the criminal investigation line for 9 months of the current year was 69.4%, compared to the republican indicator of 62.3%.

An increase in crimes of this category is noted in Gluboksky, Dubrovensky, Miorsky, Polotsky districts. The lowest detection rate of thefts is in Postavsky and Gorodoksky districts.

The work on identifying persons who committed thefts from dwellings is unsatisfactory in Postavsky, Orshansky, Verkhnedvinsky District Departments of Internal Affairs, the Department of Internal Affairs of the administration of the Pervomaisky district of Vitebsk, and Gorodoksky District Department of Internal Affairs.

The work on identifying persons who steal bicycles and commit thefts from cars remains low-effective. Closer interaction between the district departments of internal affairs services is required to solve thefts from citizens' dwellings. Joint work is most actively carried out at the initial stage, and then ceases.

The results of the supervisory work of the prosecutor's offices indicate significant shortcomings that occur when considering applications and reports of crimes of this category, as well as during the investigation of criminal cases.

There are cases of illegal decisions being made as a result of incomplete and poor-quality inspections of materials.

It is not uncommon

cases where preliminary investigation is conducted extremely superficially, circumstances relevant to the correct resolution of the case, the protection of rights and legitimate interests of persons involved in the criminal case are not clarified, proper measures to identify persons who committed crimes are not taken (Braslav Regional Department of the Investigative Committee, Vitebsk City Department of the Investigative Committee, Gorodok Regional Department of the Investigative Committee, Lepel Regional Department of the Investigative Committee, Polotsk City Department of the Investigative Committee).

Based on the results of the discussion, an appropriate decision was made, aimed at increasing the level of prosecutorial supervision over the enforcement of legislation in the disclosure and investigation of property crimes, as well as the effectiveness of the work of internal affairs bodies and preliminary investigation.
