To work effectively and with high quality

A meeting of the regional prosecutor's office collegium was held at the regional prosecutor's office to review the results of supervisory activities in the first half of 2018.

The collegium was attended by the Acting Prosecutor General of the Republic of Belarus Dubov A.V., and the Assistant to the President of the Republic of Belarus – Inspector for the Vitebsk Region Subbotin A.M.

In their speeches, the Prosecutor of the region Sushchinsky V.V., his deputies Korzhov I.N., Korenko G.A., Guk V.I. noted that the main efforts of the regional prosecutor's offices in the past half-year were aimed at coordinating the activities of law enforcement and other state bodies involved in combating crime and corruption, identifying and eliminating violations of legality in the activities of law enforcement, other state bodies and organizations, and protecting the social rights and interests of citizens, including minors.

Through the joint efforts of all state bodies, it was possible to maintain a stable crime situation.

In the first half of 2018, the number of crimes in the region decreased by 8.5%, including by 9.9% in the criminal investigation sector. At the same time, the number of robberies (-8.3%), thefts (-24.1%), and burglaries (-14%) decreased. Fewer crimes were committed in public places and by individuals under the influence of alcohol.

However, in a number of regions of the oblast, the operational situation remains tense, requiring specific practical measures to address existing negative trends.

Thus, an increase in crime is noted in 9 regions, with the most significant increase in Braslavsky (+16.5%), Vitebsky (+13.3%), Dokshitsky (+18.9%), and Rossonksy (+11.4%) districts.

Supervisory activities for the prevention of serious and particularly serious crimes in the prosecutor's offices of Verkhnedvinsky, Dubrovensky, Gluboksky, Orshansky, Postavsky districts, and the city of Novopolotsk require increased effectiveness.

Law enforcement agencies and other prevention entities in the city of Vitebsk, Vitebsky, Ushachsky, Beshenkovichsky, Dokshitsky districts, and the city of Novopolotsk have not been sufficiently effective in preventing recidivism.

The region notes an increase in hooligan acts (+44.7%) and car thefts (+9.7%).

The prevention of juvenile delinquency requires increased attention, as the number of teenage crimes has increased by 8.5%. A significant increase in crime among youth has been observed in Vitebsk, Novopolotsk, Vitebsk, Lepel, Orsha, Postavy, Sharkovshchinsky districts.

Despite the measures taken, the problem of deaths from external factors remains relevant in the region, which prosecutors should also pay attention to. This year, 26 people drowned, and 107 died from alcohol poisoning.

In fires alone, 58 people died. 28 people died in road traffic accidents. At the same time, 14 traffic accidents were caused by drivers under the influence of alcohol. The most difficult road situation has developed in Vitebsk, Polotsk, Gluboksky, Dokshitsky districts. As a result of industrial accidents, 11 people lost their lives.

Issues of preventing the death and injury of military personnel, and preventing non-statutory relations in the troops, remain relevant.

It is necessary to ensure constant and rigorous supervision over the enforcement of legislation in the investigation of crimes, over the procedural activities of inquiry bodies, and the compliance of court decisions in civil cases with the law.

Based on the results of the discussion, an appropriate decision was made aimed at strengthening legality and law and order in all regions of the oblast, and improving the quality of prosecutorial activities.
