A meeting of the regional prosecutor's office collegium was held to review the results of an inspection into the effectiveness of preventive measures taken by entities to prevent offenses in the sphere of domestic conflicts, the compliance of internal affairs bodies with legislation when registering and resolving reports and notifications of crimes committed on this basis, as well as the study of investigative and judicial practice in criminal cases of crimes against life and health resulting from such conflicts.

In the speeches of the acting regional prosecutor Korzhov I.N., senior assistant to the regional prosecutor for supervision of legislation on crime prevention and offenses Kolpakova N.L., head of the department for supervision of inquiry and operational-search activities Grinkevich G.N., senior assistant to the regional prosecutor for supervision of legislation on minors and youth Volkov A.V., it was noted that the implementation of measures by preventive entities to prevent domestic violence, including the elimination of causes and conditions conducive to committing offenses based on domestic conflicts, and prosecutorial supervision in this area do not fully meet the requirements. The criminalization of domestic relations continues to be stable and is characterized by a significant number of crimes against individuals committed annually.

In the past period of 2018, compared to 2017, the number of crimes committed in the sphere of domestic relations increased from 239 to 297, with 4 (6) murders and 21 (20) cases of intentional infliction of grievous bodily harm recorded.

At the same time, the number of persons brought to administrative responsibility for committing domestic violence decreased from 5321 to 4698 (-1.8% or -623).

The activities of several executive committees in the sphere of crime prevention do not fully comply with the requirements of the legislation, and the effectiveness of the measures taken is often insufficient. When developing regional programs for crime prevention, duplication is common.

There are shortcomings in the activities of councils of public law enforcement points for the prevention of crimes against life and health of citizens, which do not develop specific measures for the prevention of offenses. Proper interaction on information exchange between internal affairs bodies and public law enforcement point councils regarding individuals committing offenses in the family and domestic sphere is not established.

In the past period of 2018, 44 people resided in "crisis rooms" created to provide various types of assistance to victims of domestic violence. At the same time, the condition of "crisis" rooms, their suitability for the stay (residence) of citizens does not always meet the requirements.

Issues related to the functioning of state institutions providing services for temporary (night) accommodation of homeless persons, as well as previously convicted individuals who have lost social ties, require improvement.

Issues of protecting the rights of children who have suffered from cruelty and violence in families are relevant. For 10 months of 2018, criminal cases for violent crimes were initiated against 11 (5) children by family members (part 3 of article 167 of the Criminal Code, part 2 of article 154 of the Criminal Code, part 2 of article 145 of the Criminal Code, article 186 of the Criminal Code).

Based on the results of the discussion, an appropriate decision was made aimed at strengthening legality and law and order in all regions of the oblast, and improving the quality of prosecutorial activities.
