New Calculation Method. The Committee for Labor, Employment, and Social Protection of the Vitebsk Regional Executive Committee explained the changes in the remuneration of public sector employees
— 111 thousand people work in the public sector in the Vitebsk region, which is 33 percent of the total number of employed in the region. This is the most important category of employees. The level of their remuneration, by the order of the Head of State, has been gradually increasing since 2017, — noted Natalia Grigoryeva, chief specialist of the Committee for Labor, Employment and Social Protection of the Regional Executive Committee. — Thus, in 2020, the average salary for this category in the region amounted to 942.7 rubles, which is 155.2 rubles more than a year earlier.
The basic rate is the main element of the tariff system on which the remuneration of public sector employees is based. For public organizations, it has been set at 198 rubles since August 1 of the current year. This is the second increase in the basic rate this year.
— In addition, a premium is included in the salary of public sector employees as a stimulating payment. The approaches to its calculation have also changed, — explained Natalia Ivanovna. — Since July 1 of this year, Decree of the President of the Republic of Belarus No. 482 has come into force, which stipulates that the volume of funds for bonuses is now formed and directed in the amount of 20 percent of the salaries of public sector employees (previously - 5 percent). I want to draw special attention to the fact that the adopted change is not aimed at increasing salaries. The increase in the bonus amount occurs exclusively within the limits of the budgetary allocations allocated for the current year for labor remuneration. That is, there is a redistribution between its elements due to the adjustment of the amounts of other stimulating payments.
Natalia Grigoryeva emphasized that the redistribution of funds between stimulating payments with the same working hours and intensity will not lead to a decrease in the level of remuneration of employees established before July 1, 2021.
— Onпремирование теперь будут направляться и неиспользованные средства, предусмотренные на оплату труда, — обратила внимание Наталья Ивановна. — Данные меры позволят увеличить долю премирования в объеме стимулирующих выплат и тем самым мотивировать работника на добросовестное выполнение своих должностных обязанностей. Конкретный размер премии работника определяется согласно положению, утверждаемому руководителем бюджетной организации.
Указом № 482 предусмотрено еще одно новшество в оплате труда бюджетников, которое будет введено только с 1 января следующего года. Изменен размер единовременной выплаты на оздоровление, который составит: по 31 декабря 2021 года – 0,5 оклада, с 1 января 2022 года – один оклад.
Комитетом по труду, занятости и социальной защите облисполкома приняты меры по контролю за ситуацией в области оплаты труда работников бюджетной сферы с учетом введенных изменений, организован ежемесячный мониторинг начисления заработной платы.
— Снижения ее размеров не выявлено, — отметила Наталья Григорьева. — Также специалистами комитета, управлений по труду, занятости и социальной защите рай- и горисполкомов по вопросам применения норм Указа № 482 проведено 72 семинара, участие в которых приняли более 2900 специалистов, направлено 109 рекомендательных письма, посещено 97 бюджетных организаций.
Unused funds allocated for labor remuneration will now also be directed towards bonuses, Natalia Ivanovna noted. These measures will increase the share of bonuses in the volume of incentive payments and thereby motivate an employee to conscientiously perform their job duties. The specific bonus amount for an employee is determined in accordance with the regulations approved by the head of the budgetary organization.
Decree No. 482 provides for another innovation in the remuneration of public sector employees, which will be introduced only from January 1 of next year. The amount of the one-time wellness payment has been changed, which will be: 0.5 of the salary rate until December 31, 2021, and one salary rate from January 1, 2022.
The Committee for Labor, Employment and Social Protection of the Regional Executive Committee has taken measures to control the situation in the field of remuneration of public sector employees, taking into account the introduced changes, and monthly monitoring of salary accrual has been organized.
"No reduction in their amounts has been identified," noted Natalia Grigoryeva. "Also, specialists from the committee, departments for labor, employment and social protection of district and city executive committees have conducted 72 seminars on the application of the norms of Decree No. 482, with the participation of over 2900 specialists, 109 recommendation letters have been sent, and 97 budgetary organizations have been visited."
