Implementation of the State Program "Agrarian Business" for 2021-2025: Vitebsk Regional Prosecutor's Office Demands Elimination of Legislative Violations
The results of supervisory measures indicate the ineffectiveness of the state program's implementation, which is confirmed by the failure to achieve any of the state program's forecast indicators in 2021. In 2022, only one out of 12 indicators was met.
These negative circumstances contributed to a shortfall in grain in 2021 by 29.3 thousand tons compared to 2020 (or 26.5%), potatoes – 185.7 thousand tons, rapeseed – 49.4 thousand tons. In 2022, there was a shortfall of 57.7 thousand tons of grain, 42.6 thousand tons of potatoes, 71.6 thousand tons of rapeseed, and a significant decrease in the amount of harvested feed in terms of feed units – only 81% compared to the 2021 level.
Facts of improper implementation of the provisions of subprogram 9 "Ensuring general conditions for the agro-industrial complex" have been established.
The necessity of constructing and reconstructing livestock facilities was not always determined by the actual needs of agricultural organizations and their development prospects.
For example, in the Sennensky district, during a visit to facilities at the production site of OJSC "V.", it was found that the premises of the pig complex of unit No. 7 were not used due to an insufficient number of pigs at the complex.
Facts of downtime and non-use of purchased equipment (materials) have been revealed.
At the construction site – premises for loose housing of cattle, construction of a milking and milk block at the MTF of OJSC "N." in the Miorsky district, the milking equipment purchased in December 2021, costing 399,564 rubles, is idle due to improper storage conditions and is becoming unusable.
At the facility located in the Vitebsk district, work on preparing the soil for sowing agricultural crops on an area of 90 hectares has not been completed.
During the survey of land reclamation facilities in the Sennensky district, it was found that approximately 15 hectares and 3 hectares, respectively, are overgrown with weeds. These lands (peat bogs) are not used for their intended purpose.
The enterprise of the Chashniksky district overstated the construction cost by presenting actually unperformed work for payment from the regional budget.
Similar facts were established in Verkhnedvinsk, Gorodok, Glubokoe, and Dokshitsy districts.
As a result, the Vitebsk Regional Prosecutor's Office submitted a representation to the Vitebsk Regional Executive Committee. The execution of the prosecutor's supervision act has been taken under control.
