Regional educational and methodological seminar
The Department for Supervision of Inquiry and Operational-Investigative Activities of the Regional Prosecutor's Office initiated and held a regional educational and methodological seminar on the implementation of prosecutorial supervision over the resolution of applications and reports of crimes in the internal affairs bodies of the region, including the development of an algorithm for conducting inspections for certain categories of citizen appeals.
The seminar was held at the Miory District Executive Committee and was attended by prosecutors of cities and districts of the region, prosecutors of the prosecutor's offices supervising inquiry and operational-investigative activities in Polotsk, Chashniki, Dokshitsy, Glubokoye, Postavy, Braslav, Sharkovshchina, Miory, Verkhnedvinsk, Rossony, Ushachi districts, and the prosecutor's office of Novopolotsk, as well as heads of criminal police and public security police of the specified city and district internal affairs bodies.
The seminar addressed various problematic issues in the supervision of inquiry, including issues of preventing grave and especially grave crimes against individuals and
deficiencies identified during the supervision of inquiry in the specified area.
In addition, the seminar discussed issues concerning the procedure for considering citizens' appeals regarding the activities of associations, the validity of conducting inspections in accordance with the requirements of the Criminal Procedure Code of the Republic of Belarus for violations committed by officials of associations. An algorithm for conducting such inspections was developed.
Furthermore, specific examples were used to discuss the most frequent violations of criminal procedure legislation identified by prosecutors during inspections, including those conducted based on citizen appeals, as well as problematic issues arising during inspections of road traffic accidents and fires.
Errors and problematic issues in the work of inquiry bodies were identified during the review of criminal cases in court concerning the prosecution of parents evading child support or reimbursement of expenses incurred by the state for the maintenance of
children who are or have been in state care.Changes in regulatory acts have been communicated, regulating the consideration of citizens' appeals in accordance with the Code of Criminal Procedure and based on the legislation on appeals of citizens and legal entities.
Also, prosecutors have been informed of specific requirements of the Prosecutor General's Office of the Republic of Belarus when supervising operational-search activities.
