Neighborly disputes and construction consequences. What other problems did residents of the Vitebsk region raise during their personal meeting with Vladimir Yurgevich?
Let's note right away that many of the issues raised during the meeting cannot be resolved by issuing orders to the relevant services. Some concerned interpersonal relationships, in particular, land disputes, where parties fight for their hard-earned centimeters of territory, accuse neighbors of encroaching on their plots, and building excessively high fences. Owners of two plots cannot decide where the road will pass. The applicants have accumulated a pile of documents, gone through various authorities, including judicial ones. But they believe that previous decisions were made unfairly and continue to seek justice.
The President's Aide listened carefully to everyone, tried to understand the essence of the conflict, and suggested trying to resolve it again with the participation of government representatives. There have been cases where representatives of interested structures visited the sites but did not consider it necessary to meet with the parties to the disputes. Perhaps in some situations, further proceedings could have been avoided.
For the third year, residents of private houses on Leonov Street in Vitebsk have been suffering due to the construction of a multi-story building nearby. Their houses have developed cracks, their plots have begun to flood, and during the laying of utilities, fences were dug up and then simply leaned against. People were promised compensation, but nothing came of it.
Representatives of the Vitebsk City Executive Committee explained that this private housing area is slated for demolition. But until 2027, when it is planned to resettle residents, they still have to live. And preferably in normal conditions. Vladimir Yurgevich instructed that the necessary work be carried out.
The President’s Aide also instructed to study as much as possible the possibility of supplying hot water and equipping showers in an old building in the central district of Vitebsk. Initially, it was a dormitory, which did not have all the amenities. Then the building became residential. Some apartments are communal, where, for example, one room has been bought out. The residents were promised to consider again the possibility of installing one or two common showers. At the same time, to obtain the consent of all residents to participate proportionally in supplying the building with hot water.
Among the appeals are the demolition of manor houses in Orsha, the maintenance of a residential building basement in the regional center, and disagreement with previously made decisions.
– Citizens' receptions are important. In some cases, they spur the work of local authorities, service organizations, particularly utility services. People come with their problems, sometimes with grief. We will investigate, we will try to explain to people the correctness of making certain decisions. None of the issues raised will be left without attention, especially if it concerns people's quality of life. Unfortunately, authorities do not always delve into the problems of the residents of their region, and they could be solved at the local level, – commented Vladimir Yurgevich on the results of the citizens' reception.
