An interdepartmental meeting was held

An interdepartmental operational meeting was held under the leadership of the Deputy Prosecutor of the Vitebsk region, V.I. Guk, which was attended by the Head of the Ministry of Emergency Situations Department for the Vitebsk region, S.N. Meleshkin, as well as the heads of the relevant departments of the Internal Affairs Directorate of the Vitebsk Regional Executive Committee and the Investigative Committee of the Republic of Belarus for the Vitebsk region.

The necessity of holding such an event was due to the increase in crimes committed in the Vitebsk region, provided for by Article 139 of the Criminal Code of the Republic of Belarus, as well as existing problematic issues in organizing the work of territorial internal affairs bodies of the region for the prevention of crimes against life and health of citizens, the qualification of actions of persons who committed such crimes, and also detected violations in the activities of prevention entities affecting the dynamics of citizen deaths from external causes.

The meeting noted that, despite certain successes achieved through joint efforts of prevention entities, alcoholism, along with social dependency, remains the main breeding ground for crime. The vast majority of registered murders were committed while intoxicated.

A similar picture emerges when investigating the causes and conditions contributing to fires with citizen deaths, most of whom were intoxicated at the time of the fire.

Based on the results of the meeting, additional approaches were developed in organizing work to prevent crimes of the specified category, recommendations were prepared for city and district prosecutors on organizing supervision over the enforcement of prevention legislation, and instructions were given to the Internal Affairs Directorate of the Vitebsk Regional Executive Committee to improve the existing algorithm of interaction between the prosecutor's office and internal affairs bodies in resolving issues of bringing to administrative responsibility under Part 2 of Article 9.1 of the Code of Administrative Offenses of the Republic of Belarus persons who commit domestic violence.
