The state of preliminary investigation and prosecutorial supervision over the review of materials and the investigation of criminal cases was discussed at the Vitebsk Regional Prosecutor's Office

Under the chairmanship of the Prosecutor of the Vitebsk Region, Vadim Sushchinsky, an operational meeting was held via video conferencing on the state of preliminary investigation and prosecutorial supervision over the resolution of materials and the investigation of criminal cases under the control of the Prosecutor General's Office of the Republic of Belarus and the Administration of the President of the Republic of Belarus. These are mainly complex, multi-episode cases with public resonance.

The meeting was attended by the Deputy Prosecutor General of the Republic of Belarus, Dysko G.I., Deputy Head of the Department of the Prosecutor General's Office, Serbun A.M., heads of the Investigative Committee Department of the Republic of Belarus for the Vitebsk Region, prosecutors of cities and districts, the Vitebsk Transport Prosecutor, heads of GO-RO-MOSK, and employees of the regional prosecutor's office.

It was noted that over the past two years, there has been a positive trend in reducing the number of controlled cases. At the time of the establishment of the Investigative Committee, there were over 110 criminal cases under control. As of December 1, 2017, there are 47 criminal cases under the control of the Prosecutor General's Office, and there are no such criminal cases under the control of the Administration of the President.

An analysis of these criminal cases indicates that the investigation of most of them is carried out at a high professional level, and the suspension of preliminary investigation is due to objective reasons (sending international requests to foreign states, conducting audits of the financial and economic activities of economic entities, appointing complex and labor-intensive examinations, identifying additional episodes of criminal activity).

Based on the results of the meeting, a set of organizational and practical measures has been developed, aimed at improving the quality of preliminary investigation in criminal cases of this category.
