The procedure for the creation and reconstruction of monumental and monumental-decorative art in the Republic of Belarus is determined by the Regulation on the Procedure for the Creation (Reconstruction) and Acceptance of Monumental and Monumental-Decorative Artworks, approved by the Resolution of the Council of Ministers of the Republic of Belarus of September 19, 2008 No. 1372 (as amended by the Resolution of the Council of Ministers of January 14, 2022 No. 26).
Monumental and monumental-decorative art includes works of monumental or monumental-decorative sculpture, as well as works of monumental-decorative art.
Works of monumental sculpture include works dedicated to important historical or other events, significant dates or famous personalities, state, political, public, military figures, etc., who played a significant role in the history of the country or people.
Works of monumental-decorative sculpture include statues, reliefs, decorative finishing forms, memorial (informational) plaques, sculptural decorations of buildings and other sculptural forms that have independent significance or perform the role of architectural elements intended for the decoration of facades and interiors, buildings, squares, streets, having a decorative character, concretizing the architectural image.
Detailed types of monumental or monumental-decorative sculpture with specific examples are presented on this page below in a separate appendix.
Works of monumental-decorative art include stained glass, paintings, monumental-decorative fabrics, mosaics, and other works created in organic connection with the subject-spatial, primarily architectural environment, interior and exterior of a building.
The provisions of this Regulation do not apply to:
gravestones of Heroes of Belarus, Heroes of the Soviet Union, Heroes of Socialist Labor, full cavaliers of the Orders of Fatherland, Glory, Labor Glory;
grave monuments, which are installed at the initiative of citizens at their own expense, in addition to those established in memorial complexes;
works of art created in (on) buildings, structures, premises, in areas closed to mass (free) access behind a fence (the height of works of art should not exceed two-thirds of the height of the territory fence);
monumental and decorative art objects created for the interior design of social infrastructure facilities without the involvement of budget funds;
reconstruction, restoration of works of art that have the status of historical and cultural values or are part of historical and cultural values.
Memorial complexes, monuments, grave monuments, bust monuments in regional centers are installed on the basis of decisions of regional executive committees, after obtaining a conclusion from the Ministry of Culture of the Republic of Belarus, approval from the President of the Republic of Belarus, and approval of the appearance and architectural solution of the work by the republican art and expert council.
All other works of monumental art can be installed on the basis of decisions of city and district executive committees after obtaining a conclusion from the Ministry of Culture of the Republic of Belarus, approval from the regional executive committee, and approval of the appearance and architectural solution of the work by the regional art and expert council.
All requirements for specific types of monuments are detailed in a special appendix (Algorithm for the Creation of Different Types of Monumental (Monumental and Decorative) Art).
When creating works of monumental and monumental art, the actions of city and district executive committees should be as follows:
1. Holding a competition of sketch projects. This is a mandatory condition for all types of monumental art created with the involvement of budget funds. An exception is made only for grave monuments created with the participation of relatives in case they choose the sculptor. In the absence of budget funding, the initiators of the creation of monumental art and local authorities at the basic territorial level have the right to decide on the necessity of a competition.
2. Approval of the necessity of creating a work of monumental and monumental-decorative sculpture with the National Academy of Sciences of Belarus. For this purpose, a letter is sent to the NAS justifying the historical and ideological necessity of creating the work, indicating the sources and approximate funding volumes, to which are attached: a copy of the map indicating the location of the work of art (for memorial plaques, a photograph of the building facade), information on the results of the competition held (if provided for by law). The review period is 15 days (if no additional information is required).
Approval with the Ministry of Foreign Affairs and the Plenipotentiary Representative for Religious and National Affairs. These approvals are necessary only for works of art related to landmark dates, events, famous figures of foreign states, or for works of art related to religion and religious figures of various denominations. For approval, the same package of documents is sent as to the NAS. The review period is 15 days (if no additional information is required).
3. Obtaining a conclusion from the Ministry of Culture of the Republic of Belarus on the expediency of creating a work of monumental art. For this purpose, the local city/district executive committee sends a letter to the Ministry of Culture justifying the historical and ideological necessity of creating the work, indicating the sources and approximate funding volumes, to which are attached: 1) a copy of the map indicating the location of the work of art (for memorial plaques, a photograph of the building facade), 2) information on the results of the competition held (if provided for by law), 3) approvals from the NAS, the Ministry of Foreign Affairs and the Plenipotentiary Representative for Religious and National Affairs. The review period is 15 days (if no additional information is required).
4. Approval with the President of the Republic of Belarus. This is carried out upon receipt of all the above-mentioned approvals for memorial complexes, monuments, tombstone monuments, bust monuments in regional centers. The corresponding package of documents is sent by the regional executive committee for further appeal to the Administration of the President of the Republic of Belarus.
5. Adoption of decisions by city and district executive committees (for monuments that are approved by the President of the Republic of Belarus, - decisions of regional executive committees).
6. Review of artistic and architectural design of works by art expert councils. All works of monumental and monumental-decorative art (regardless of funding sources) must be reviewed in stages by the republican (objects requiring approval from the President) or regional council for monumental and monumental-decorative art (operating under the culture department of the regional executive committee) before their creation.
The documents required for review of objects by the regional art expert council are listed below.
For each work of art, the design sketch, working model, full-scale model, and production of the work in material are reviewed. Payment for the work of artists (sculptors) for each stage is possible only upon receipt of conclusions from the art expert council.
After the installation of a monumental (monumental-decorative) work of art, its state acceptance must be carried out (the commission operates under the culture department). The documents required for state acceptance are listed below. Based on the acceptance certificates, the district executive committees register monumental and monumental-decorative works of art.

Export of cultural property outside the Republic of Belarus

Vitebsk region is a region with a rich cultural heritage and significant creative potential.

There are 783 cultural institutions operating in the region: 365 libraries, 327 club institutions, 26 museums, 52 children's art schools, 3 secondary specialized educational institutions of culture, a methodological center, 2 theatrical and entertainment institutions, 1 park of culture, a zoo, 5 film distribution organizations.

Annually, more than 90 thousand events are held in the Vitebsk region, including 9 international, 3 republican, about 30 regional festivals, holidays, reviews, and competitions.

One of the most significant international festivals is the International Festival of Arts "Slavianski Bazaar in Vitebsk", within the framework of which about 20 accompanying cultural projects and events are held annually.

Also traditionally held are: Festival of Ancient and Modern Chamber Music (Polotsk), International Festival of Traditional Culture "Braslavskie Zarnitsy", International Festival of Song and Music "Dneprovskie Golosa v Dubrovno", International Festival of Folk Music "Zvinyats' Tsimbaly i Garnik" (Postavy), International Festival of Arts "Slavianski Bazaar in Vitebsk", International Festival "Vishnyovy Festival" (Glubokoye), Festival of Organ Music "Zvany Safii" (Polotsk), International Competition of Young Pop Singers "Khali-Halo" (Novopolotsk), International Festival of Modern Choreography (IFMC, Vitebsk), I.I. Sollertinsky Music Festival (Vitebsk), Republican Festival of Friendship and Art "Two Rivers" (Dokshitsy), Republican Festival of Circus Art "Arena" (Orsha), Republican Open Competition of Amateur Films named after Yuri Tarich "I Shoot a Movie" (Polotsk).

Festive events dedicated to honoring the laureates of the title "Person of the Year of Vitebsk Region"; the festival-fair of agricultural workers of the Vitebsk region "Dazhynki" have become branded for the region.

Currently, there are 572 collectives with the title "People's" and "Exemplary" in the region, and 22 have the honorary title "Merited Amateur Collective of the Republic of Belarus".

52 children's art schools with a total contingent of over 15 thousand students are engaged in aesthetic education of the younger generation in the Vitebsk region.

Professional personnel in the field of culture are trained by the Vitebsk State College of Culture and Arts, the Vitebsk State Musical College named after I.I. Sollertinsky, and the Novopolotsk State Musical College.

Concert and entertainment services for the population are provided by the Vitebsk Regional Philharmonic and the Belarusian Theater "Lyalka". Annually, theatrical and entertainment organizations hold about 800 events with the participation of Belarusian performers, as well as artists from abroad.

The libraries of the region serve over 370 thousand readers. More than 100 public centers of legal information provide legal assistance to library users.

The museum network of Vitebsk and the Vitebsk region consists of 26 museums. Among them are the National Polotsk Historical and Cultural Museum-Reserve (branches of which include the Museum of the History of Architecture of St. Sophia Cathedral, the Museum of Belarusian Book Printing, etc.), the Vitebsk Regional Museum of the Hero of the Soviet Union M.F. Shmeryov, and the Vitebsk Regional Museum of Local Lore.

In recent years, new museum institutions have begun to operate in the region: the Verkhnedvinsk Historical and Local Lore Museum, the Museum of the History of Private Collecting in Vitebsk (a branch of the Vitebsk Regional Museum of Local Lore). In the historical mansion at 5a Mark Chagall Street in Vitebsk, the Museum of the History of the Vitebsk People's Art School has been opened, which tells about the city's history at the beginning of the 20th century, the activities of the aforementioned educational institution, the Vitebsk period in the lives of M. Chagall, K. Malevich, L. Lissitzky, V. Ermolaeva, etc. Recently, the Dubrovno District Historical and Local Lore Museum has begun its activities.

997 historical and cultural values located in the Vitebsk region are included in the State List of Historical and Cultural Values of the Republic of Belarus.

Systematic work is being carried out to identify and preserve intangible cultural heritage. Currently, 25 elements of the Vitebsk region are included in the State List of Intangible Historical and Cultural Values of the Republic of Belarus.

With the aim of further developing the cultural sphere, it is planned to improve the quality of services provided by cultural institutions of the region, introduce new types of services and new forms of cultural services, and expand cooperation in the field of cultural ties with foreign countries.

Holding significant cultural events, further development of partnership and international relations in the field of culture contributes to the formation of a positive image, tourism attractiveness, and expansion of trade and economic ties of the Vitebsk region.
