The Healthcare Development Strategy of the Vitebsk region for the period up to 2030 has been developed in accordance with the Program for the Socio-Economic Development of the Republic of Belarus for 2026-2030, the State Program "Health of the Nation" for 2026-2030, and the National Strategy of the Republic of Belarus "Active Longevity – 2030" and is aimed at ensuring the sustainable and balanced development of the region's healthcare system for the period from 2026 to 2030, taking into account the forecast indicators of socio-economic development of the Vitebsk region: https://vituzo.gov.by/index.php/home/celi-zadachi-funkcii

An effective, socially oriented system for providing medical care to the population has been formed in the Vitebsk region, which ensures the stable implementation of the state program of guarantees in the field of healthcare.

The accessibility and quality of medical services for the region's population meet the requirements of state social standards. A multi-level system of medical care is provided with the participation of 5,000 specialist doctors and 13,000 mid-level healthcare professionals. In accordance with the approved standards, the population of all districts is provided with hospital beds, pharmacies of all forms of ownership, and emergency medical service teams.

One of the priority development areas is the strengthening of the material and technical base of healthcare organizations.

In 2025, the surgical building for the Healthcare Institution "Postavy Central District Hospital" was commissioned. The reconstruction of the Healthcare Institution "Vitebsk Regional Clinical Infectious Diseases Hospital" is being completed. The reconstruction of the buildings of the Healthcare Institution "Vitebsk Regional Clinical Hospital" continues, as does the capital construction of a polyclinic in Polotsk. More than 30 facilities have been repaired and modernized – FAPs, general practitioner outpatient clinics, BSUs, structural units of district, city, and regional medical institutions, dormitories for medical workers, young specialists, and students of medical colleges.

Модернизация коснулась всех без исключения медучреждений. В 2025-ом установлены 3 аппарата МРТ, 3 КТ, 2 ангиографа, 1 маммограф, закуплены 7 рентген-аппаратов, маммограф, аппараты ИВЛ, стерилизаторы, системы обогрева для новорожденных и другое самое современное оборудование.

В областном масштабе обновлена и доукомплектована стоматологическая служба: в отремонтированных кабинетах установлено 52 стоматологические установки и другое оборудование, в том числе для зуботехнических лабораторий.

Диагностический потенциал областного здравоохранения значительно вырос за счет недавно поступивших в учреждения 54 аппаратов УЗИ, 38 единиц видеэндоскопического оборудования: гастро-, бронхо-, колоноскопов.

Всего для учреждений здравоохранения Витебской области закуплено 1 815 единиц медицинского оборудования на сумму 29,06 млн. рублей.

Решена и другая не менее важная задача – обучены специалисты, которые на этом оборудовании уже работают, чтобы предоставлять людям передовое лечение на высоком качественном уровне. 

В 2025 году автопарк здравоохранения области значительно увеличился и обновился за счет приобретения новых автомобилей. Приобретены 13 новых мобильных ФАПов (теперь их – 29); 26 автомобилей скорой медицинской помощи (всего в областной службе СМП – 136 автомобилей, из которых 14 машин сроком эксплуатации до 5 лет и 122 машины сроком до 3 лет); 55 автомобилей медицинской помощи отечественного производства МАЗ «Лира», «Лада Ларгус» (поступление этих машин позволило увеличить количество спецавтомобилей медицинской помощи до 652 единиц).

Развивается сеть амбулаторий врача общей практики как на селе, так и в жилых микрорайонах Витебска, Орши, Полоцка, Новополоцка.

Осуществляются выезды врачей-специалистов: за 2025 год выполнено 1095 выездов, проконсультировано 12123 человека, сотрудниками кафедр ВГМУ осуществлено 288 выездов, осмотрено 4184 пациента.

Modernization has affected all medical institutions without exception. In 2025, 3 MRI machines, 3 CT scanners, 2 angiographs, 1 mammograph were installed, 7 X-ray machines, a mammograph, ventilators, sterilizers, neonatal warming systems, and other state-of-the-art equipment were purchased.

The dental service has been updated and supplemented on a regional scale: 52 dental units and other equipment, including for dental laboratories, have been installed in renovated offices.

The diagnostic potential of the regional healthcare has significantly increased due to the recently received 54 ultrasound machines and 38 units of video endoscopic equipment: gastro-, broncho-, colonoscopes.

A total of 1,815 units of medical equipment worth 29.06 million rubles were purchased for the healthcare institutions of the Vitebsk region.

Another equally important task has been resolved – specialists have been trained who are already working with this equipment to provide people with advanced treatment at a high-quality level.

In 2025, the region's healthcare fleet significantly increased and was updated through the acquisition of new vehicles. 13 new mobile FAPs were purchased (now there are 29 of them); 26 ambulances (a total of 136 ambulances in the regional ambulance service, of which 14 vehicles have an operating life of up to 5 years and 122 vehicles have an operating life of up to 3 years); 55 domestically produced MAZ "Lira", "Lada Largus" medical vehicles (the delivery of these vehicles allowed to increase the number of specialized medical vehicles to 652 units).

The network of general practitioner's ambulatories is developing both in rural areas and in residential areas of Vitebsk, Orsha, Polotsk, Novopolotsk.

Specialist doctors' visits are carried out: 1095 visits were made in 2025, 12123 people were consulted, 288 visits were made by staff of the departments of VGMU, 4184 patients were examined.


In order to improve the accessibility and quality of medical care for the population, a 4-level system for providing medical care to women and children has been organized.

As of today, for all districts of the region, with the exception of Postavy, Miory, and Lepel districts, considering the small number of births, obstetric care is provided at the 2nd (in Orsha and Novopolotsk) and 3rd (in Vitebsk) technological levels. If indicated, women are referred to the 4th technological level at the SSC "Mother and Child".

100% pre-abortion counseling is provided, which allows over 1000 women to preserve their pregnancy annually.

 Optimal conditions for providing medical care to children have been created. The structure of pediatric care organization is also represented by 4 levels. Specialized inpatient care is concentrated at the 3rd level in the Vitebsk Regional Children's Clinical Center. Early Intervention Centers provide care to children under 3 years of age with developmental disorders or the risk thereof. Model centers for teaching parents and children the basics of safe living have been organized. Youth-friendly centers actively conduct preventive work on forming a healthy lifestyle, sexual education and enlightenment, and provide primary, consultative, and specialized care to adolescents and youth.

Interdistrict centers for providing specialized medical care to patients with acute coronary syndrome and acute cerebrovascular accident in Orsha and Novopolotsk are successfully operating. As of the beginning of 2026, 43 interdistrict medical departments, 22 offices, and 6 laboratories are functioning in healthcare facilities, concentrated in Vitebsk, Orsha, Polotsk, Novopolotsk, and the central district hospitals of Braslav, Lepel, and Glubokoye. The development of the network of interdistrict medical departments, offices, and laboratories has improved the quality and accessibility of various diagnostic and treatment methods, including complex and high-tech ones, for the rural population.

Round-the-clock interventional cardiology care is organized. X-ray endovascular services operate in Vitebsk, Orsha, and Novopolotsk.

Oncological care is provided in the Vitebsk and Polotsk oncology dispensaries. In 2025, the further implementation of new methods for diagnosing and treating oncological diseases using modern medical diagnostic equipment continued in the region's oncology dispensaries. The volume of high-tech operations in oncology has increased.

Innovative and advanced technologies, including traditional Chinese medicine methods, are widely used in the region's rehabilitation centers.

The network of nursing homes provides assistance to lonely and single elderly and senile people.

As part of the implementation of the Decree of the President of the Republic of Belarus No. 6rp "On the centralized information system of healthcare," 11 million rubles have been allocated from the regional budget.
