Pages of the History of the Vitebsk Transport Prosecutor's Office

The specialization of prosecutor's offices in supervising the enforcement of laws in the transport sector began in 1922. The regulations on prosecutorial supervision contained requirements for the military and general prosecutor's offices regarding the enforcement of laws in railway and air transport.

Until June 20, 1936, i.e., until the formation of the People's Commissariat of Justice of the USSR, the functions of prosecutorial supervision over the enforcement of legislation in transport were assigned to territorial prosecutors. During the Great Patriotic War and after its end, until 1948, supervision over legality in transport was carried out by military prosecutors of the Belarusian and Brest-Litovsk railways. The former was located in Gomel, and the latter in Baranovichi.

By order of the Prosecutor General of the USSR dated September 15, 1951, the Brest-Litovsk Railway Prosecutor's Office was renamed the Minsk Railway Prosecutor's Office, located in the capital of the republic. It included four departments: the prosecutor's offices of the Minsk, Baranovichi, Brest, and Grodno sections. From August 20, 1957, it was renamed the Belarusian Transport Prosecutor's Office, and the prosecutor's office of the Vitebsk section of the Kalinin Railway was included in its staff.

By the Decree of the Presidium of the Supreme Soviet of the USSR dated March 3, 1960, "On the abolition of transport prosecutor's offices," and by the order of the Prosecutor General of the USSR No. 22 dated March 10, 1960, the Belarusian Transport Prosecutor's Office was abolished, and its functions were transferred to the Prosecutor's Office of the BSSR.

As a result of a lengthy analysis of the situation, the Prosecutor General of the USSR issued order No. 480-l dated September 3, 1976, "On the organization of transport prosecutor's offices." At the expense of the reserve of the Prosecutor's Office of the USSR, the Brest, Baranovichi, Vitebsk, Gomel, Minsk, and Mogilev transport prosecutor's offices were organized, and later the Grodno and Orsha ones as well.

By order of the Prosecutor General of the USSR No. 46 dated November 5, 1980, the Belarusian Transport Prosecutor's Office was established, which existed for almost 34 years. The prosecutor's office was liquidated by Decree of the President of the Republic of Belarus No. 463 dated October 1, 2014.

Leonid Pavlovich Domashevsky was appointed the first Vitebsk Transport Prosecutor by order of the Prosecutor of the BSSR No. 120-k dated 08.10.1976.

Today, the Vitebsk Transport Prosecutor's Office is headed by Alexander Anatolyevich Tsarikov, who has been working in this prosecutor's office since 1994, initially as an assistant prosecutor, and then as a deputy.

Tsarikov A.A. built his career ladder starting in 1983. First, he worked as a trainee assistant prosecutor of the city of Orsha, and a little later as an investigator of the prosecutor's office of the Orsha region. In 1985, he was appointed senior investigator of the Vitebsk regional prosecutor's office. He was called up and served as a senior investigator in the military prosecutor's office of the Tashkent garrison of the Turkestan Military District. In 1988, he returned to his native Vitebsk region, where he rejoined the ranks of investigators of the Vitebsk regional prosecutor's office, and then served as deputy prosecutor of the Vitebsk and Pervomaisky districts.

In July 2017, Petr Vasilievich Dedyuro was appointed Deputy Vitebsk Transport Prosecutor. Prior to this, he headed the Orsha Transport Prosecutor's Office, which was abolished by Decree of the President of the Republic of Belarus No. 200 dated 31.05.2017, for more than 15 years.

The Vitebsk Transport Prosecutor's Office also employs hereditary "prosecutors" - Mikhail Alexandrovich Sashchko as deputy prosecutor and Elena Alexandrovna Kazakova as senior assistant prosecutor. Their fathers dedicated more than 35 years to service in the prosecutor's bodies. Moreover, the brother of Sashchko M.A., before the establishment of the Investigative Committee, also worked first as an investigator of the Shumilinsky district prosecutor's office, and then as an investigator of the Vitebsk transport prosecutor's office.

Dmitry Vladimirovich Kubrakov works as an assistant to the Vitebsk Transport Prosecutor, responsible for the enforcement of legislation and the legality of legal acts in the Orsha transport region.

Ivan Ryzhko, a young, energetic, and promising individual, began his career at the prosecutor's office.Александрович, who manages to both work and actively participate in the sports life of the Vitebsk Regional Prosecutor's Office.

Without false modesty, the Vitebsk Transport Prosecutor's Office can be called a "forge of кадров". In the prosecutor's office, future prosecutor of the Gluboksky district, deputy prosecutor of Vitebsk, as well as employees holding responsible positions in the Vitebsk Regional Prosecutor's Office and the Prosecutor General's Office of the Republic of Belarus honed their skills.
