CIS countries are strengthening cooperation in the fight against the global terrorist threat
A meeting of the heads of the main departments of the CIS member states' competent authorities responsible for combating terrorism, and the heads of national structures of the Commonwealth states ensuring coordination of activities in the sphere of counteracting terrorism and extremism was held in Moscow.
The meeting is timed to coincide with the 25th anniversary of the establishment of the Anti-Terrorist Center of the CIS member states (ATC CIS). Experts discussed cooperation in combating terrorism and extremism in border areas, countering the financing of terrorism and extremism, including using modern digital tools, and further improving the international legal framework for cooperation in this area.
Within the framework of the "International Counter-Terrorism Cooperation" session, the Secretary General of the Council of the Interparliamentary Assembly of the CIS, Dmitry Kobitsky, made a statement. In his opinion, strengthening cooperation and coordinating the efforts of the CIS states in combating the global terrorist threat is particularly important to emphasize in the year of the 80th anniversary of the Victory in the Great Patriotic War, achieved through the joint actions of the peoples of the Soviet Union.
"That is precisely why the Assembly pays priority attention to the implementation of measures under interstate cooperation programs adopted at the level of the Council of Heads of State and the Council of Heads of Government of the Commonwealth," he emphasized.
According to Dmitry Kobitsky, the IPA CIS maintains regular interaction with the relevant bodies of the Commonwealth. These include the ATC CIS, the Bureau for coordinating the fight against organized crime and other dangerous types of crimes, the Council of Heads of Financial Intelligence Units, the Coordination Council of Prosecutors General, the Coordination Service of the Council of Commanders of Border Troops, and others.
"The result of such long-term and effective cooperation was the adoption of model acts aimed at countering terrorism and extremism, legalization of criminal proceeds and financing of terrorism, combating corruption, as well as other documents in related areas," the Secretary General noted, adding that the assembly has adopted 124 model documents in the field of security. A significant part of the provisions of these model acts has been implemented into the national legislation of the CIS IPA member states.
In addition, the head of the secretariat noted that a number of counter-terrorism events have been held jointly with partner parliamentary assemblies.
In particular, on April 17, 2025, the CIS IPA, together with the International Committee of the Red Cross, held an international conference dedicated to the legislative regulation of countering the use of artificial intelligence and new technologies for terrorist purposes.
Dmitry Kobitsky expressed confidence that the joint efforts of the CIS countries and organizations will effectively counter terrorism and extremism both within the Commonwealth and on a global scale.
