Harvest campaign 2018
In accordance with the instructions of the Head of State, the prosecutor's offices of the region are studying the organization and conduct of harvesting operations on-site.
The results of supervisory activities indicate that during harvesting operations, heads of state bodies and farms do not fully ensure strict control over the rational use of fuel, energy, and material resources, and the reduction of material costs, which contributes to mismanagement and negligent performance of labor duties by enterprise employees.
Facts of red tape and mismanagement in ensuring the operability and preservation of agricultural machinery, cases of machinery being released to fields without state technical inspection and necessary documents have been identified in farms of Lepel, Glubokoe, Dubrovno, Liozno, Polotsk, Tolochin, and other districts.
Despite the fact that the harvesting campaign is taking place under conditions of abnormal heat, work at the sites of harvesting, processing, and storage of the crop is not organized taking into account weather conditions.
The most characteristic violations of fire safety requirements at agro-industrial complex enterprises in the region were:
- absence of fire fighting equipment at harvesting sites (KUPSKhP "Leonisheno" of Verkhnedvinsk district, KUSKhP "Pridneprovsky", KUSKhP named after Chernyakhovsky, OJSC "Komanina" and OJSC "Geroi" of Dubrovno district);
- training of employees under the fire-technical minimum program involved in harvesting grain crops, harvesting and storing coarse fodder has not been organized (OJSC "Orshansky Rayagropromservis" of Orsha district, OJSC "Belenevo" of Senno district, OJSC "Oboltsy" of Tolochin district);
- machinery and harvesting sites are not equipped with primary fire extinguishing means (OJSC "Geroi" of Dubrovno district, SPF "Zaozerie" of OJSC "Vitebsky Myasokombinat" of Lepel district, OJSC "Lituzovo", OJSC "Belaya Lipa", OJSC "Ulyanovichi", OJSC "Sennensky Rayagropromservis", OJSC "Studenka", OJSC "Sinegorskoye" of Senno district, OJSC "Slavnoye", OJSC "Zvezdny-agro", KUP
«Breeding farm "Reconstructor" of Tolochinsky district, JSC "Agro-Selishche", KUSKhP "Kublichi", KUSKhP "Orekhovno", KUSKhP "Glibochany" of Ushachsky district) ;- smoking is allowed in unauthorized places (KUSKhP "Sverdlova" of Gorodok district, JSC "Orshansky Rayagroservice", SUP "Borzdovka-Agro" of Orshansky district, JSC "Zvenyachi", SkhF "Nadezhino" of Tolochinsky district);
8 fires occurred at agricultural facilities during the reporting period.
Despite the requirements of the Decree of the Head of State of 14.06.2007 No. 3 "On priority directions for strengthening the economic security of the state" to ensure the economy and rational use of fuel and energy resources, control over the release of fuel and lubricants is absent, which contributes to the theft of diesel fuel by machine operators.
Reduced control by the management of agricultural organizations over the observance of labor discipline by employees during the harvesting period contributed to employees being at their workplace during working hours in a state of alcoholic intoxication.
Since the beginning of the harvesting campaign, 16 cases of employees of the specified organizations being at their workplaces in a state of alcoholic intoxication have been identified (Braslavsky, Verkhnedvinsky, Vitebsky, Dokshitsky and other districts).
Not all agricultural producers have properly prepared facilities for harvesting and storing the crop. Despite the response measures taken, similar violations are detected annually.
For example, at KUSKhP "Orekhovno" of Ushachsky district, the drying unit was not conserved or guarded after the 2017 harvest, which created conditions for the penetration of unauthorized persons, damage to equipment, and theft of non-ferrous metal parts. However, the farm director Kupriyanov N.L. did not report the incident to the Ushachsky District Department of Internal Affairs and did not take timely measures to restore the equipment.
Similar cases of mismanagement were identified at JSC "Agro-Selishche", KUSKhP "Kublichi" of Ushachsky district, JSC "Dovatorsky", KUPSKhP "Gorodets" of Sharkovshchinsky district, and others.
Based on the results of the inspections, 8 submissions were made. Upon demand
approximately 40 individuals have been brought to disciplinary and administrative accountability.
The prosecutor's office of the region continues to conduct inspections on compliance with legislative requirements during mass field work.
