Educational and practical seminars were held by the Vitebsk Regional Prosecutor's Office
The professionalism and competence of the prosecutor's office are a prerequisite for the effective and efficient work of the prosecutor's bodies, a guarantee for the successful achievement of set tasks, and high public appraisal of the prosecutor's activities.
Of all the areas of activity of the prosecutor's bodies, state prosecution is the most open in nature. By publicly speaking in court, a prosecutor, as a state prosecutor, can most vividly demonstrate their knowledge, skills, and creative abilities.
However, the improvement of professional skills by prosecutors, the command of the entire arsenal of procedural, tactical, and technical means, and knowledge of legislation and judicial practice are impossible without the organization of systematic training.
In order to improve the quality of state prosecution and increase the effectiveness of prosecutorial supervision over the legality of court decisions in criminal cases, the Vitebsk Regional Prosecutor's Office held a training and methodological seminar on November 17, 2017, at the Gluboksky District Prosecutor's Office, which was attended by all prosecutors from the Miorsky, Braslavsky, Sharkovshchinsky, Postavsky, and Dokshitsky district prosecutor's offices.
The Department for Supervision over the Legality of Court Decisions in Criminal Cases of the Vitebsk Regional Prosecutor's Office meticulously developed the program for this training and methodological seminar, consisting of lectures and practical sessions. Its participants discussed issues of high-quality preparation for court proceedings in criminal cases and the use of powers granted by legislation by state prosecutors. They were acquainted with the methodology for checking court decisions for compliance with legislative requirements, preparing cassation appeals, and common shortcomings.
The seminar addressed issues of grounds for reviewing court decisions in criminal cases in cassation and supervisory proceedings.
In addition to theoretical material, the seminar included a simulated interrogation of the accused by a state prosecutor, and the presentations of state prosecutors were heard and discussed.
prosecutors with speeches in the judicial debates, employees presented reports on specific issues of criminal procedure legislation, practical tasks were solved, which included situations frequently encountered in judicial practice as conditions requiring resolution.Participants of the seminar were given the opportunity to ask questions, share their work experience and existing problems.
Overall, the results of the seminar demonstrated the effectiveness and promise of such a form of training for professional skills, as well as for assessing the level of theoretical and practical training of each participant.
Similar educational and practical seminars were held by the Vitebsk Regional Prosecutor's Office on 21.11.2017 at the Orsha District Prosecutor's Office with the invitation of all prosecutors from the Tolochin, Dubrovno, Senno, and Liozno district prosecutor's offices, and on 22.11.2017 at the Lepel District Prosecutor's Office with the invitation of all prosecutors from the Ushachi and Chashniki district prosecutor's offices.
Given the constantly updating composition of state prosecutors and the lack of public speaking experience in court for many of them, the practice of such seminars will be continued.
