The number of crimes against life and health of citizens has increased

Since the beginning of the year, a highly negative trend has emerged in the region, associated with an increase in crimes against life and health of citizens. Almost all murders were committed at the place of residence of the conflict participants, on a domestic basis, during quarrels due to personal animosity. The vast majority of persons accused of committing the analyzed category of crimes, as well as victims of criminal acts, abused alcoholic beverages.

The leadership of the Vitebsk Regional Executive Committee has drawn attention to the need to take measures for the urgent conduct of raids and inspections in the regions, aimed at identifying potential offenders and criminals, bringing them to administrative and criminal liability, and focusing the activities of district inspectors on individual prevention of offenses and crimes.

It should be noted that the vast majority of established violations of the legislation on crime prevention have been repeatedly identified by prosecutors earlier. The most typical violations were announced at the coordination meetings on combating crime and corruption in the Vitebsk region.

At the same time, the results of inspections, as well as statistics and circumstances of committed murders, indicate that in the organization of preventive work, the full potential of measures has not yet been utilized, the implementation of which will reduce the number of registered crimes against life and health of citizens.

For example, an investigation into the causes and conditions of the crime, materials of initial investigative and procedural actions in a criminal case on the fact of the murder of two pensioners on January 3, 2019, in the village of Prisushino, Vitebsk district, revealed facts of the failure of the district police department employees to take timely measures to clarify the reasons for the accused's failure to appear for a summons to the inspectorate and bring him to administrative responsibility. In essence, he fell out of the police officers' field of vision, ceased to feel their control over his behavior.

Particular criticism is raised by the procedure for conducting preventive work with persons registered on

on preventive registration for domestic violence. The facts of repeated привлечения to administrative responsibility under Part 2 of Article 9.1 of the Code of Administrative Offenses during preventive registration indicate a formal approach to the work carried out in the specified direction.

Based on the results of the inspections carried out, a representation was made to the Head of the Internal Affairs Directorate of the Vitebsk Regional Executive Committee, and 17 officials of the city internal affairs departments were brought to disciplinary and material responsibility.

In addition, representations were also made to the heads of local authorities in several regions of the oblast to eliminate violations of the legislation on the prevention of crimes and offenses. Supervision acts are under consideration, and the results are under special control of the prosecutor's office.
