In 2019, the region's prosecutor's offices conducted 95 inspections on the enforcement of anti-corruption legislation, resulting in over 250 supervisory acts. At the request of prosecutors, more than 500 officials were brought to various types of liability.

The enforcement of anti-corruption legislation by organizations and enterprises is systematically analyzed, including during procurement procedures, both with budgetary and own funds.

Procurement violations were identified in the trade sector, construction industry, agro-industrial complex, and structural divisions of local authorities.

For example, the Polotsk District Prosecutor's Office issued an order due to violations committed by the district executive committee's education department during procurement, and the responsible person was brought to disciplinary action.

At the prosecutor's request, the public procurement procedure was canceled, thereby preventing the expenditure of budgetary funds in violation of legislation amounting to 129 thousand rubles. For similar violations, based on the prosecutor's submission, members of the procurement commission of UP "Polotsk Poultry Farm" (9 employees) were held accountable, and as a result of the cancellation of the procurement procedure, the expenditure of the state enterprise's own funds in violation of legislation amounting to over 400 thousand rubles was prevented.

Prosecutors paid special attention to issues of officials' compliance with anti-corruption restrictions, as well as special requirements aimed at ensuring financial control.

Violations of anti-corruption restrictions by public officials were revealed, in particular, the prohibition of performing other paid work.

For example, the regional prosecutor's office found that the vice-rector of an educational institution, while performing duties at her primary place of employment, simultaneously served as the director of a private unitary trading enterprise and received income in the form of salary. A similar fact was established at a state enterprise: the chief accountant simultaneously

was an accountant in a homeowners' association. At the request of the regional prosecutor's office, the said officials were brought to disciplinary action.

A violation was detected by the head of the financial department of one of the district executive committees, who is a civil servant, of the procedure for resolving conflicts of interest when deciding to appoint his wife to the position of chief specialist of the department headed by him, as well as in the untimely notification of his direct supervisor - the chairman of the district executive committee about the conflict of interest that arose. The regional prosecutor's office initiated disciplinary proceedings, the head of the financial department was brought to disciplinary action, and a corresponding information note was sent to the chairman of the Vitebsk Regional Executive Committee.

Systematic work is being carried out to prevent corruption, aimed at creating an atmosphere of intolerance to corruption in society and ensuring publicity.

An information campaign on clarifying the requirements of anti-corruption legislation was implemented through performances in the media, labor collectives, and participation in seminars and round tables.

Together with the Vitebsk Regional Union of Employers, seminars were held at the Vitebsk Regional Executive Committee and the Orsha District Executive Committee for representatives of organizations of various forms of ownership on issues of combating corruption and preventing corruption offenses.

At the initiative of the prosecutor's offices, students and pupils of the region took an active part in the international youth competition of social anti-corruption advertising "Together Against Corruption!" (a student of the educational institution "Vitebsk State Technological University" Elizaveta Pavlovskaya took third place in the nomination "Best Poster", a diploma of a finalist of the national qualifying stage in the same nomination was awarded to a 10th-grade student of the educational institution "Gymnasium No. 4 of Vitebsk" Daria Gorovaya).

In total, in 2019, prosecutors prepared more than 80 written materials for the media, and made more than 480 speeches with reports and lectures on anti-corruption topics.

Issues of combating corruption in all its manifestations have been identified as priority areas of work for the Vitebsk Regional Prosecutor's Office in 2020.
