The investment program of the Vitebsk region for 2017 includes only significant facilities and long-term construction projects

The investment program for the Vitebsk region for 2017 includes only the most anticipated and socially significant facilities. This was announced at an extraordinary session of the regional council of deputies by Igor Isachenko, chairman of the committee for architecture and construction of the regional executive committee.

The main tasks of the presented investment program are to ensure the commissioning of socially significant facilities carried over from last year, and facilities with maximum readiness; to reduce the volume of unfinished construction exceeding the norm. The main focus is on increasing housing construction volumes and providing new microdistricts with the necessary infrastructure. "For the construction, reconstruction, and design of communal property facilities, the program provides for over Br62.75 million from the regional budget and republican subsidies. Of these, more than Br37.41 million are targeted funds," noted Igor Isachenko.

In terms of fund allocation, the largest amounts are envisaged in the sphere of general state activities - over Br7.76 million for the construction of a plant for the production of sheet metal and tinplate in Miory and a dormitory building for the "Zhemchuzhina" children's rehabilitation complex; in the sphere of housing and communal services and housing construction - more than Br7.6 million (including Br1 million under the "Clean Water" program, and the state program "Comfortable Housing and a Favorable Environment for 2016-2020"). Br3.15 million has also been allocated for the construction of preschool institutions and secondary schools in Vitebsk, Orsha, and Glubokoe; Br2.89 million for a polyclinic in the Yug-7 microdistrict of Vitebsk; Br2.55 million for the completion of construction of sports and recreation complexes in Ushachi and Gorodok, and for the design and construction of a trampoline hall in Vitebsk. Taking into account all applications received for inclusion in the investment program for 2017, the need for funds to finance all facilities is about Br800 million. Of this amount, about Br600 million is needed solely for the completion of carried-over communal property facilities previously financed under the regional investment program, Igor Isachenko added, thereby explaining the importance and complexity of selecting priority areas and facilities given the deficit of funds.
