In captivity of mismanagement

Violations of legislation on taxes and duties, on citizens' appeals, labor, financial activities, fire safety, as well as property embezzlement and widespread mismanagement were revealed by the Vitebsk Transport Prosecutor's Office during an inspection of city polyclinic No. 7 and its structural units located in the region.

Among the main violations is the reduction of the healthcare institution's tax burden by understating revenue from the sale of goods, works, and services, and neglecting payments to the treasury. As a result of the inspection, over 27 million rubles were additionally charged to the budget, and the guilty parties were brought to administrative responsibility.

For example, the driver of the Koptyanskaya outpatient clinic stole 88 liters of gasoline using a service electronic magnetic card. To conceal his actions, he entered deliberately false data into the vehicle's travel logs. He will have to answer for his actions under the criminal code. In addition, the offender was brought to administrative responsibility and has already paid a fine of 10 base units. The cook of the Staroselskaya BSУ will pay the same amount, having stolen food products from the food block building using a "golden card".

The inspection also revealed that medical and social assistance was not provided to patients with high quality and at the proper level in all units. According to Vitebsk Transport Prosecutor Alexander Tsarikov, receiving money from patients for the sale of goods,

the provision of services was carried out with violations, cash was accepted without cash registers and cash receipts and expenditure orders.

Of particular concern in the structural units of the polyclinic is the inadequate provision of fire safety, and after all, patients are examined and treated in these institutions, and elderly people, including bedridden and seriously ill patients, are in round-the-clock hospitals. Some hospitals are in a dilapidated state, there is free access to individual buildings near the institutions where medical equipment was stored. At the time of inspection, the devices were not written off, they were stored in a room that is not on the balance sheet of the polyclinic.

— All this indicates facts of waste and mismanagement at the polyclinic facilities. Heads of state bodies and organizations should ensure strict control over the careful storage and rational use of material resources, — noted Alexander Tsarikov.

Based on the results of the inspection by the Vitebsk transport prosecutor's office, a representation was made to the healthcare department of the regional executive committee to eliminate and prevent the identified violations. The issue of bringing to justice polyclinic employees who ignored the requirements of the law is being considered.
