The Vitebsk Regional Prosecutor's Office discussed issues of carrying out operational-search activities

An educational and methodological seminar was held at the Vitebsk Regional Prosecutor's Office.

Topic: Issues of supervision over the enforcement of legislation in the conduct of operational-search activities.

Employees of the relevant department of the Prosecutor General's Office, the Vitebsk Regional Prosecutor's Office, prosecutors of cities and districts, employees of the Vitebsk Regional Executive Committee's Department of Internal Affairs, the State Control Committee's Department for Financial Investigations, and the Vitebsk Customs were invited to participate in the seminar.

"Supervision over operational-search activities is important and no less relevant than other areas of prosecutorial supervision. An error made in this area negatively affects the quality of inquiry, preliminary investigation, maintenance of state prosecution in court, and the rendering of a lawful and fair sentence," said Vladimir Guk, Deputy Prosecutor of the Vitebsk Region, opening the seminar.

Within the framework of the seminar, prosecutors and operational officers of the departments discussed problematic issues in sanctioning and conducting operational-search activities.

Representatives of the Prosecutor General's Office separately focused on typical violations and shortcomings in this area.

"The main goal of the seminar is the most effective and uniform application of legislation on operational-search activities by local services. When violations are detected, prosecutors should not aim to punish an employee; the goal is to explain uniform requirements, develop approaches, and prevent shortcomings in the future," emphasized Sergey Zamaro, Head of the Department of the Prosecutor General's Office.

After that, he informed the attendees about innovations in the relevant legislation and their application in practical activities.

Also, within the framework of the training seminar, the specifics of conducting operational-search activities, the main aspects of documenting materials submitted for sanctioning, and the nuances of organizing and maintaining secret record-keeping in prosecutor's offices were considered.

Based on the results of the training forum, a unified algorithm of actions was developed for the application of relevant legislation in the course of operational-search activities.
