A joint meeting on the state of legality in the activities of executive committees and internal affairs bodies was held at the Vitebsk Regional Prosecutor's Office.

The meeting discussed the most problematic issues arising in the process of considering appeals and providing responses to applicants.

It was pointed out that the organizational and practical measures taken are insufficient, as shortcomings and omissions in the organization of work with citizens' and legal entities' appeals continue to occur, and there are instances of low-quality resolution of appeals, and the provision of formal, incomplete, and unsubstantiated responses. Furthermore, the issue of the need to strengthen departmental control over the organization of work with the public was raised.

It was noted that the majority of the identified violations are persistent in nature, and responsible officials of executive committees and internal affairs bodies are not taking adequate measures to eliminate them and prevent them in the future.

An analysis of the practice of bringing individuals to administrative responsibility under Articles 23.1 and 24.3 of the Code of Administrative Offenses of the Republic of Belarus was discussed, which showed that the internal affairs bodies of the region lack a uniform practice in qualifying the actions of individuals who fail to execute or improperly execute the requirements of acts issued by territorial internal affairs bodies, namely, submissions and orders.

Based on the results of the work, a protocol was sent to the Vitebsk Regional Executive Committee, the Department of Internal Affairs of the Vitebsk Regional Executive Committee, and the prosecutors of cities and districts, containing mandatory requirements for the development of uniform approaches in organizing work with citizens' and legal entities' appeals, bringing guilty individuals to administrative responsibility, and taking additional measures aimed at preventing legislative violations in future work.
