A seminar on "Ensuring the labor and social rehabilitation of persons released from penal institutions" was held at the Vitebsk Regional Prosecutor's Office

An interdepartmental regional practical seminar "On ensuring the labor and social rehabilitation of persons released from penal institutions" was held at the Vitebsk Regional Prosecutor's Office.

M.V. Popova, Head of the Department for Supervision of Compliance with Citizens' Rights and Freedoms of the Department for Supervision of Legislation Enforcement and Legality of Legal Acts of the Prosecutor General's Office of the Republic of Belarus, a representative of the Department of Internal Affairs of the Ministry of Internal Affairs of the Republic of Belarus, the Ministry of Internal Affairs of the Republic of Belarus, as well as the Ministry of Labor, Employment and Social Protection of the Republic of Belarus were invited to participate in the seminar.

Given the complexity of the issues considered, the heads of departments (sections) for labor, employment and social protection of district (city) executive committees, administrations of districts of the city of Vitebsk, chairpersons of supervisory commissions, and employees of the penal inspection departments of district (city) internal affairs bodies took an active part in the seminar.

It was noted that recidivism, in a certain sense, is the core of all crime, as it concerns a contingent that most persistently opposes society and law and order and draws new individuals into committing crimes. In this regard, working with this contingent is one of the most pressing areas of preventive activity, requiring the activation of preventive entities.

Failure to provide due attention to the prevention of recidivism and the prompt employment of persons released from correctional institutions negatively affects the state of legality and law and order in the respective territories and the region as a whole.

During the discussion of problematic aspects of interaction between interested departments, mechanisms were developed that will ensure a higher quality level of work organization with the contingent under consideration.

The regional prosecutor's office has published a collection of methodological materials on the issues of ensuring the labor and social rehabilitation of persons released from penal institutions, which includes excerpts from normative legal acts, documents, analytical

reference materials and other methodological materials on the most pressing issues arising in practical activities in the implementation of legislation on labor and social rehabilitation of persons released from penal institutions.

Senior Assistant Regional Prosecutor N. Kolpakova.
