In total, last year prosecutors prepared and submitted 152 information memoranda on the state of legality, including 60 on the state of crime, 46 on the fight against corruption, and 32 on compliance with legislation on minors. The prosecutors of Beshenkovichi, Verkhnedvinsk, Lepel, Chashniki, Ushachi districts, and the city of Vitebsk were the most active in using this form of interaction with local authorities.

For example, the prosecutor of Chashniki district provided a detailed analysis of the state of legality and the operational situation in the region, and gave a critical assessment of the activities of the Internal Affairs Department, local executive and administrative bodies, and other entities, especially in their work on preventing crimes against the life and health of citizens. It was noted that the prevention entities lack proper principledness in responding to facts of offenses committed in the sphere of family and domestic relations, as a result of which the work initiated is not brought to completion and the measures taken are ineffective. In this regard, it is proposed to pay special attention to the problems of preventing serious and particularly serious crimes against the life and health of citizens. It is necessary to promptly respond to every fact of offenses committed at the place of residence of the population, and to take comprehensive measures to prevent more serious domestic crimes by implementing general and individual prevention measures.

The information memorandum of the prosecutor of Braslav district draws attention to the numerous violations of the requirements of Directives of the President of the Republic of Belarus No. 1 and 3 in agricultural organizations regarding mismanagement, embezzlement, inefficient use of material resources and funds, and non-compliance with labor protection and safety requirements. It was noted that some enterprises do not have a clear access control system, and security is not properly organized.

Прокурором Россонского района обращено внимание исполкома на проблемы сохранности историко-культурного наследия, в том числе памятников археологии, активизацию деятельности в регионе «черных копателей», что требует принятия безотлагательных мер, направленных на обеспечение надлежащего учета объектов историко-культурного наследия и их сохранности, а также своевременного реагирования на факты нарушения законодательства, направленного на охрану данных объектов.

Прокурором Бешенковичского района обращено внимание на неблагоприятную обстановку, сложившуюся на дорогах района, а именно, в 14 дорожно-транспортных происшествиях погибли 3 человека, 22 получили травмы различной степени тяжести, причем 9 ДТП произошли на автодороге М3 Минск-Витебск. Предложено рассмотреть вопрос о внедрении дополнительных средств технического обеспечения безопасности дорожного движения, в том числе устройстве искусственных неровностей на аварийных перекрестках, установке дополнительных дорожных знаков, камер видеофиксации нарушений скоростного режима. Причем отмечено, что указанные меры необходимо сочетать с воспитательно-профилактическими мероприятиями в трудовых и учебных коллективах. 

Прокуроры Витебского, Лиозненского, Поставского, Глубокского, Толочинского, Шумилинского, Лепельского, Полоцкого районов проанализировали состояние правопорядка в регионах, определили сельские Советы, на территории которых зарегистрировано наибольшее количество преступлений. Отметили недостатки в деятельности РОВД по предупреждению, пресечению и раскрытию уголовно наказуемых деяний.

Актуальные проблемы гибели людей обозначены в информационных записках прокуроров Толочинского, Поставского, Ушачского и других районов.

The information memo from the prosecutor of Postavsky district dated 20.01.2017 was considered at a meeting of the executive committee based on the report of the district prosecutor. Additional measures were taken to strengthen legality and public safety in the region.

Overall, the information memos highlight current regional problems and reflect the organizational and practical measures taken by the prosecutor's offices and other law enforcement agencies to strengthen legality and protect the constitutional rights of citizens.

In the future, prosecutors need to continue informing state authorities about the state of legality and law and order. They should ensure the submission of specific, well-founded proposals, the implementation of which will help eliminate legislative violations, strengthen public order, ensure property and financial safety, reduce accounts receivable, comply with employees' labor rights, and increase the personal responsibility of officials for the quality performance of their duties.
