The regional prosecutor's office has studied the quality of information reports on the state of legality and law and order submitted by city and district prosecutors, and the transport prosecutor to executive and representative authorities.

In total, last year prosecutors prepared and submitted 107 reports on the state of legality, including 54 on the state of crime and 40 on the fight against corruption.

The prosecutors of Polotsk and Orsha regions, Verkhnedvinsk, Vitebsk, Lepel districts, and the city of Vitebsk were the most active in using this form of interaction with local authorities. The reports of the prosecutors of Beshenkovichi, Glubokoe, and Chashniki districts are notable for the breadth of topical issues covered.

For example, the prosecutor of Vitebsk district provided a detailed analysis of the state of legality and the operational situation in the region, and critically assessed the activities of preventive entities with specific examples, especially regarding the prevention of crimes committed by individuals with prior convictions. It was noted that the preventive work carried out by the police with individuals having previous convictions is of a template nature and is conducted without considering the individual characteristics, past convictions, and lifestyle of the person under supervision. The Internal Affairs bodies are not actively enough engaged in establishing preventive supervision over previously convicted individuals. The observation commission and the department for labor and social protection of the population of the district executive committee take a passive stance, including in resolving issues of employment for previously convicted citizens. At the same time, the activities of preventive entities in preventing crimes against life and health of citizens were criticized, and violations of legislation identified during inspections were noted. The district prosecutor proposed specific measures to improve activities on the issue under consideration, indicating the responsible parties and deadlines for the implementation of measures.

In the information report, the prosecutor of Chashniki district, along with other issues, informed the district executive committee about the developing negative situation with fire safety in the region, pointing to the formal work

fire commissions, insufficient preventive measures taken by the RCHS aimed at fire prevention. In order to prevent loss of life in fires, the district prosecutor has instructed the Chashniki RCHS to ensure the quality inspection of citizens' households by state fire supervision bodies on fire safety rules and to take measures for the actual elimination of identified violations, paying special attention to households with stove heating.

The prosecutor of the Beshenkovichi district justifiably criticized the work of voluntary patrols, which often formally perform their duties or do not patrol at all. In addition, the district prosecutor provided specific examples of the lack of proper interaction between the Internal Affairs Directorate and rural executive committees in ensuring law and order in the assigned territory. It was noted that patrolling the streets of settlements and public places by members of voluntary patrols can have a positive impact on the dynamics of theft, as well as crimes committed in public places. In this regard, the prosecutor proposed to revise the composition of voluntary patrols, in cooperation with law enforcement agencies, to ensure their participation in raids to maintain law and order during discos and other events in district and rural cultural centers.

By submitting informational notes, prosecutors have also drawn the attention of local representative and executive authorities to problematic issues in the implementation of labor legislation (Vitebsk, Tolochinsky, Ushachsky and other districts), legislation on property protection (Gluboksky, Dubrovensky, Tolochinsky and other districts), legislation on payment of mandatory insurance contributions (Sennensky and Miorsky districts).

The informational notes highlight current regional problems and reflect the organizational and practical measures taken by the prosecutor's office and other law enforcement agencies to strengthen legality and protect the constitutional rights of citizens.

In the future, prosecutors need to continue their work on

informing state authorities about the state of legality and law and order. To ensure the submission of specific substantiated proposals, the implementation of which will contribute to the elimination of legislative violations, strengthening public order, the preservation of property and financial resources, reducing the level of accounts receivable, ensuring compliance with the labor rights of employees, and increasing the personal responsibility of officials for the high-quality performance of their duties.
