The most important component of the work of the department for supervision of inquiry and operational-search activities is crime prevention
One of the important preventive measures that help to curb crimes in this area are the preventive articles of the Criminal Code of the Republic of Belarus, i.e., Article 153 - Intentional infliction of light bodily harm, which, in accordance with Article 26 of the Criminal Procedure Code of the Republic of Belarus, is a case of private prosecution, initiated by the victim of the crime, their legal representative, or a legal entity's representative, and the proceedings are subject to termination in case of reconciliation with the accused; Article 154 - Torture of the Criminal Code of the Republic of Belarus; and Article 186 of the Criminal Code of the Republic of Belarus - Threat of murder, causing grievous bodily harm, or destruction of property.
At the same time, the prosecutor has the right to personally initiate criminal proceedings under Article 153 of the Criminal Code of the Republic of Belarus, as well as under Articles 154 and 186, in the absence of a statement from the victim of the crime, if the acts affect the significant interests of the state and society, or are committed against a person who is in a subordinate or other dependent position to the accused, or for other reasons is unable to independently protect them by filing a statement.
The commission of the crimes under consideration is usually preceded by ongoing conflict situations in families, arising from the abuse of alcoholic beverages by one of the spouses (family members).
Often, as it is revealed during the investigation of criminal cases of this category, before causing grievous bodily harm or committing murder, family members have previously repeatedly committed acts of violence against cohabiting persons.
There is always an effect from such articles. The person against whom the case is initiated is already under the control of law enforcement agencies.
An analysis of statistical data on the crime situation for 10 months of 2017 indicates that 4 murders and 20 intentional grievous bodily injuries committed on the grounds of domestic conflicts were registered in the region.
Based on the analysis results, instructions were sent to prosecutors to intensify work in this area.
It should not be forgotten that, in this regard, the primary link for collecting materials in this category of cases is the local police inspector, who must timely identify, prevent, suppress, and carry out preventive measures against domestic violence, and it is to him that one should turn for help, except in cases that do not tolerate delay – then only "102".
