"Vitebskoblimushchestvo": the system of state property management is being improved in the country

Decree No. 330 "On Property Management" has entered into force. It is adopted to improve property management relations, expand the powers of republican and local government bodies, and simplify the procedure for involving unused property in economic circulation.

The Decree provides for the creation of uniform conditions for the alienation of unused state property and property of business entities with state participation – without the registration of title documents for real estate.

In addition, it enshrines the right of business entities to independently determine the starting price or sale price, as well as to reduce the starting sale price at auctions, including down to one base value.

Based on the regional situation, local Councils of Deputies will be able to determine the mandatory conditions for the sale of unused communal property and the methods for ensuring their fulfillment, cases of selling such property without auction and its transfer for gratuitous use, as well as the conditions and procedure for granting installment payments for the cost of alienated property.

In addition, local Councils of Deputies are empowered to release buyers from penalties for non-fulfillment of mandatory conditions for the sale of communal real estate, as well as to change these conditions and their deadlines.

The expansion of the powers of local authorities, ensuring collegiality in decision-making, will allow for an individual approach to involving capital structures in economic circulation, as well as effectively balancing the interests of local authorities and potential investors.

Training for representatives of republican government bodies was held at the State Property Committee,

where the main novelties of the adopted document were explained for the development of unified approaches in the work of officials.
